Huawei has formed influential ANC partnerships in SA which make it 'untouchable'. It can bring in Chinese staff rather than hiring locally, and it can fire employees without due process and with impunity. Local staff are given symbolic roles but have no real authority - they don't attend strategic planning, they don't typically sign off anything of consequence and they don't even see the important communication (which is all in Chinese). Most (if not all) are on 12m contracts so there would be consequences if they spoke out if they suspected fishy deals.
