ICASA predicts massive revenues in 2012
The Independent Communications Authority of South Africa (ICASA) plans to collect R2.115 billion through its regulatory activities during this financial year, according to its recent presentation to the Parliamentary Portfolio Committee on Communications (PPCC).
This represents a 114% increase over its revenues from the previous financial year, the regulator told the committee.
According to ICASA, the reason for this dramatic increase is the inclusion if its new spectrum fee regime.
During a workshop on the new “Administrative Incentive Pricing” scheme held in March 2012, ICASA revealed that Telkom could face a spectrum licensing bill of over R922-million per year. Previously Telkom used to pay just under R37.5-million annually.
ICASA presented the table below to the PPCC showing their actual collected revenues since 2008 and their forecasts until the 2014/15 financial year:

According to ICASA it has to pay all the money it collects through its regulatory activities to the National Revenue Fund within 30 days of receiving it, as per the ICASA Act.
