The Independent Communications Authority of South Africa (Icasa) will remain under the Department of Communications (DoC), the DA shadow minister of communications, Marian Shinn, posted to Twitter on Friday, 4 July 2014.
“Comms minister Muthambi states in parliament that ICASA stays with Dept of Comms, not going to Telecomms,” Shinn tweeted.
Shinn’s update followed reports citing “a highly placed source with knowledge of the development” that Icasa would report to the new Ministry of Telecommunications and Postal Services.
Among the more controversial announcements from President Jacob Zuma when he revealed his new Cabinet, was the creation of the new ministry.
Commentators pointed out that the existence of both a Ministry of Communications and Ministry of Telecommunications and Postal Services was very similar to the pre–1994 cabinet.
They also warned that the change could result in the existing Ministry of Communications becoming a Ministry of Propaganda, expressing concern over the fact that the SABC and Icasa reported to the same minister as GCIS and Brand SA.
