{"id":100906,"date":"2015-10-12T11:55:25","date_gmt":"2015-10-12T09:55:25","guid":{"rendered":"http:\/\/businesstech.co.za\/news\/?p=100906"},"modified":"2015-10-12T11:55:25","modified_gmt":"2015-10-12T09:55:25","slug":"e-tolls-collapsed-a-long-time-ago-outa","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/trending\/100906\/e-tolls-collapsed-a-long-time-ago-outa\/","title":{"rendered":"E-tolls collapsed a long time ago: Outa"},"content":{"rendered":"<p>The Opposition to Urban Tolling Alliance (Outa) on Monday said Sunday newspaper reports that the \u201ce-Toll scheme was on the brink of collapse\u201d vindicates its position that the \u201cuser-pays scheme was always questionable\u201d.<\/p>\n<p>A new \u201c60% discounted dispensation\u201a in attempt to hoodwink the public to come on board\u201d\u201a is also likely to fail\u201a Outa said.<\/p>\n<p>In a statement on Monday\u201a Outa said the reasons it believed the scheme would collapse were threefold:<\/p>\n<ul>\n<li>Its unenforceability due to its many inaccuracies and erroneous data feed from the national e-Natis vehicle license system;<\/li>\n<li>The scheme was originally planned to rely on enforcement through the introduction of AARTO\u201a which \u2026is eight years behind its original launch date of 2007;
