{"id":102090,"date":"2015-10-23T15:30:52","date_gmt":"2015-10-23T13:30:52","guid":{"rendered":"http:\/\/businesstech.co.za\/news\/?p=102090"},"modified":"2015-10-23T15:30:52","modified_gmt":"2015-10-23T13:30:52","slug":"visa-regulations-eased-after-tourism-takes-a-knock","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/government\/102090\/visa-regulations-eased-after-tourism-takes-a-knock\/","title":{"rendered":"Visa regulations eased after tourism takes a knock"},"content":{"rendered":"<p>The Cabinet has authorised changes to the implementation of the unpopular visa regulations\u201a which have hit South Africa\u2019s tourism industry.<\/p>\n<p>Tourism from China showed the biggest drop in the past year\u201a despite the South African government\u2019s emphasis on close political and trade ties with the Brics giant.<\/p>\n<p>One significant change is to the requirement for travellers to apply for visas in person. In countries where there is no SA mission\u201a the Department of Home Affairs will now receive applications\u201a including by post\u201a and capture biometrics of travellers on arrival at ports of entry such as SA\u2019s three major airports.<\/p>\n<p>In the next three months\u201a Cabinet has mandated the Department to:<\/p>\n<ul>\n<li>Implement the capturing of biometrics at ports of entry starting with a pilot project at OR Tambo\u201a King Shaka and Cape Town airports\u201a<\/li>\n<li>Look at introducing an Accredited Tourism Company Programme for countries like China\u201a India and Russia\u201a<\/li>\n<li>Consider a long-term Multiple Entry Visa for a period exceeding 3 months and up to 3 years for frequent travellers (for business meetings)\u201a business people and academics\u201a<\/li>\n<li>Principals will issue letters confirming permission for children to travel on school tours\u201a and<\/li>\n<li>Extend the validity of the parental consent affidavit to 6 months.<\/li>\n<\/ul>\n<p>Within a year\u201a the Department must:<\/p>\n<ul>\n<li>Add visa facilitation centres\u201a including in Zimbabwe\u201a United Arab Emirates and Botswana\u201a<\/li>\n<li>Consider a visa-waiver for India\u201a China\u201a Russia and other countries\u201a<\/li>\n<li>Look at issuing visas on arrival for persons travelling to SA having in their passports valid visas for the UK\u201a USA and Canada or any other country that applies stringent checks on visitors to their countries\u201a to ease travel for tourists\u201a<\/li>\n<li>Consider granting a certain category of frequent travellers (business and academics) from Africa a 10-year Multiple Entry Visitor\u2019s Visa\u201a<\/li>\n<li>Open two Business Visa Facilitation Centres in Durban and Port Elizabeth\u201a in addition to the centre recently opened in Sandton\u201a<\/li>\n<li>Print parents\u2019 details in their passports so that they do not have to carry birth certificates.<\/li>\n<\/ul>\n<p>In the long term\u201a of one year and beyond\u201a Cabinet wants the Department to:<\/p>\n<ul>\n<li>Install systems for pre-flight checks at international airports\u201a<\/li>\n<li>Upgrade Advance Passenger Processing systems and implement Passenger Name Record\u201a to enhance risk assessment\u201a and<\/li>\n<li>Finalise automation of the visa and permitting system.<\/li>\n<\/ul>\n<p>Child-travel requirements for outbound travelling will stay\u201a including proof of \u201cparental relations\u201d through unabridged birth certificates\u201a and\u201a as necessary\u201a parental consent.<\/p>\n<p>For inbound travel where visas are required\u201a it will still be required that original birth certificates and\u201a as necessary\u201a parental consent or certified copies are submitted during the visa application process.<\/p>\n<p>Requirements regarding unaccompanied minors will also remain\u201a like providing copies of the identity document or valid passport and visa or permanent residence permit of the person who is to receive an unaccompanied minor.<\/p>\n<p>For visa-exempt countries a \u201cstrong advisory\u201d will be issued\u201a with travellers advised to have proof of relationship and consent from the absent parent\/s or guardian\/s\u201a in case they are asked to provide such on arrival.<\/p>\n<p>\u201cThese measures will ensure the balance between national security and economic interests of the country. Child safety will not be compromised\u201a\u201d the Cabinet statement said.<\/p>\n<p>The tourism industry has been reeling since the introduction of the contentious visa regulations last year\u201a and had been fiercely lobbying the government to review them.
