{"id":126243,"date":"2016-06-09T08:56:32","date_gmt":"2016-06-09T06:56:32","guid":{"rendered":"http:\/\/businesstech.co.za\/news\/?p=126243"},"modified":"2016-06-09T08:56:32","modified_gmt":"2016-06-09T06:56:32","slug":"this-is-how-many-protests-there-are-per-day-in-south-africa","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/trending\/126243\/this-is-how-many-protests-there-are-per-day-in-south-africa\/","title":{"rendered":"This is how many protests there are per day in South Africa"},"content":{"rendered":"<p><em>Africa Check investigates the claim that there are on average 30 protests happening every day in South Africa, finding that <strong>the actual figure is closer to one-tenth of that<\/strong>.\u00a0Vinayak Bhardwaj investigates.<\/em><\/p>\n<p>The destruction of shacks in <a href=\"http:\/\/www.news24.com\/SouthAfrica\/News\/2-killed-in-violent-hammanskraal-protest-20160523\">Hammanskraal<\/a> and burning of schools in <a href=\"https:\/\/www.ecr.co.za\/news-sport\/news\/vuwani-protest-residents-boycott-anc-meeting\/\">Vuwani<\/a> have once more focused South Africa\u2019s attention on so-called \u201cservice delivery protests\u201d.<\/p>\n<p>Most recently, the South African Broadcasting Corporation <a href=\"http:\/\/www.sabc.co.za\/wps\/portal\/SABC\/SABCARTICLE?id=eb0171804ce94e138052bb271348019a&amp;page_from=noticeboard\">decided<\/a> not to show footage of people burning public institutions like schools in any of its news bulletins. This <a href=\"http:\/\/www.news24.com\/SouthAfrica\/News\/sa-editors-slam-sabc-decision-to-ban-coverage-of-violent-protests-20160530-3\">sparked outrage<\/a> and <a href=\"http:\/\/www.mediamonitoringafrica.org\/index.php\/news\/entry\/media_monitoring_africa_heads_to_icasa_over_sabcs_protest_policy\/\">a formal complaint<\/a> against the \u201cban\u201d.<\/p>\n<p>But just how many protests take place daily in South Africa?.<\/p>\n<p>A reader <a href=\"https:\/\/twitter.com\/MsNubianMermaid\/status\/736077152500604928\">asked us on Twitter<\/a> whether there are \u201c30 service delivery protests a day as was said in parliament\u201d.<\/p>\n<p>She was referring to a <a href=\"https:\/\/www.youtube.com\/watch?v=1fGzvZbR0Vk&amp;feature=youtu.be&amp;t=8164\">question-and-answer session with President Jacob Zuma<\/a> in May when a member of the <a href=\"http:\/\/udm.org.za\/\">United Democratic Movement<\/a> opposition party<a href=\"http:\/\/udm.org.za\/\">,<\/a> <a href=\"http:\/\/www.pa.org.za\/person\/mncedisi-lutando-wellington-filtane\/\">Mncendisi Filtane<\/a>, began a question by saying that \u201cSouth Africa records about 30 service delivery protests a day, every day\u201d.<\/p>\n<h3 class=\"my-4\">Front page news 2 years ago<\/h3>\n<p>Africa Check managed to trace the source of the claim\u00a0<a href=\"http:\/\/www.news24.com\/Archives\/City-Press\/Zuma-sidesteps-flames-20150429\">to the front page of Sunday newspaper City Press on 9 February 2014<\/a>.<\/p>\n<p>Above a picture of a raging fire engulfing an election poster, a banner read:<\/p>\n<p>\u201c2,947: the number of protests in SA in the last three months,<br \/>\n\u201c3,258: the total number of protests between January 2009 and August 2012,<br \/>\n\u201c32: the number of protests a day in SA for the last three months.\u201d<\/p>\n<p>The claim then spread quickly.<\/p>\n<p>South African journalist and columnist Max du Preez repeated the figure two days later in an opinion piece titled \u201c<a href=\"http:\/\/www.iol.co.za\/pretoria-news\/opinion\/our-protest-culture-is-far-from-dead-1645081\">Our protest culture is far from dead<\/a>\u201d. Two days after that <a href=\"http:\/\/www.news24.com\/Archives\/City-Press\/Zuma-sidesteps-flames-20150429\">a The New York Times article also mentioned the number<\/a> by saying that \u201cthe [South African] authorities have recorded a staggering 3,000 protest actions in the past 90 days. The unrest has become almost routine.\u201d<\/p>\n<h3 class=\"my-4\">Police records \u2018not a protest database\u2019<\/h3>\n<p>But as we <a href=\"https:\/\/africacheck.org\/reports\/have-protests-in-south-africa-nearly-doubled-since-2010\/\">explained in a report last year<\/a>, South Africa\u2019s police service does not record \u201cservice-delivery\u201d protests.<\/p>\n<p>When the police are called out to monitor and control crowds, the incidents are logged as \u201ccrowd-related incidents\u201d. This category is very wide and covers situations varying from sport matches to electoral campaigns.<\/p>\n<p>Crowd-related incidents are furthermore divided into \u201cpeaceful\u201d or \u201cunrest-related\u201d events. However, this depends on whether the police had to intervene and not on the crowd\u2019s intention or behaviour.<\/p>\n<p>Police statistics showed that the police <a href=\"http:\/\/www.saps.gov.za\/about\/stratframework\/annual_report\/2014_2015\/SAPS_AR_2014-15_for_viewing.pdf#page=187\">recorded 14,470 crowd-related incidents in 2014\/15<\/a>, the latest data available:<\/p>\n<div class=\"bt_table\">\n<div class=\"table-responsive\"><table class=\"table\" width=\"100%\" cellspacing=\"0\" cellpadding=\"6\">\n<tbody>\n<tr>\n<th bgcolor=\"#CCCCCC\">Crowd-related incidents<\/th>\n<th bgcolor=\"#CCCCCC\">2012\/13<\/th>\n<th bgcolor=\"#CCCCCC\">2013\/14<\/th>\n<th bgcolor=\"#CCCCCC\">2014\/15<\/th>\n<\/tr>\n<tr>\n<td>Peaceful incidents<\/td>\n<td>10 517<\/td>\n<td>11 668<\/td>\n<td>12 451<\/td>\n<\/tr>\n<tr>\n<td>Unrest-related incidents<\/td>\n<td>1 882<\/td>\n<td>1 907<\/td>\n<td>2 289<\/td>\n<\/tr>\n<tr>\n<td>Total<\/td>\n<td>12 399<\/td>\n<td>13 575<\/td>\n<td>14 470<\/td>\n<\/tr>\n<\/tbody>\n<\/table><\/div>\n<\/div>\n<p>The number of crowd-related incidents that the police record \u201ccannot be equated with protests\u201d, researchers from the University of Johannesburg\u2019s <a href=\"http:\/\/www.uj.ac.za\/faculties\/humanities\/sarchi\/Pages\/Members-Of-The-Social-Change-Research-Unit.aspx\">Social Change research unit<\/a> wrote in <a href=\"https:\/\/africacheck.org\/wp-content\/uploads\/2015\/06\/South-African-Police-Service-Data-on-Crowd-Incidents-Report.pdf\">a preliminary analysis of police data<\/a> on crowd incidents released last year.<\/p>\n<p>The unit specifically referred to the \u201cerroneous\u201d City Press front page, saying that the authors perhaps confused the police records of crowd-related incidents with service-delivery protests.<\/p>\n<p>Project manager of the Crime and Justice Information and Analysis Hub at the <a href=\"https:\/\/www.issafrica.org\/\">Institute for Security Studies<\/a> (ISS), Lizette Lancaster also thinks that the newspaper took all crowd-related incidents recorded for protests.<\/p>\n<p>While the police incident recording system \u201ccan give some indication about the nature and number of protests\u2026 it is not a protest database\u201d, Lancaster <a href=\"https:\/\/africacheck.org\/reports\/have-protests-in-south-africa-nearly-doubled-since-2010\/\">previously told Africa Check.<\/a><\/p>\n<h3 class=\"my-4\">\u2018SA certainly doesn\u2019t have 30 protests a day\u2019<\/h3>\n<div id=\"attachment_8189\" class=\"wp-caption alignright\"><a  data-lightbox=\"post-image\" href=\"https:\/\/africacheck.org\/wp-content\/uploads\/2016\/06\/000_Par3273275.jpg\"><br \/>\n<\/a><\/p>\n<p class=\"wp-caption-text\">\n<\/div>\n<p>A group of protestors march towards burning tyres, in the street, during violent service delivery protests in Khayelitsha, on June 1, 2012 about 30km from the centre of Cape Town.<\/p>\n<p>Post-doctoral fellow at the social change research unit, Dr Carin Runciman, told Africa Check that at present \u201cthere is no reliable estimate of the numbers of protests in South Africa\u201d.<\/p>\n<p>The unit obtained records of all the crowd-related incidents recorded by the police between 1997 and 2013. For the past year, they have been analysing the more than 155,000 lines of data to work out how many of the \u201ccrowd-related incidents\u201d were in fact protests. The results will be made available next week.<\/p>\n<p>Several research institutes track the number of service delivery protests in South Africa using media reports, though. One such institute is <a href=\"http:\/\/www.municipaliq.co.za\/index.php?site_page=aboutus.php&amp;ID=1\">Municipal IQ<\/a>. Researcher Karen Heese said their latest data shows that at least 70 protests took place in the first four months of 2016, working out to about one every second day.<\/p>\n<p>However, Municipal IQ only tracks service delivery protests against municipalities. Last year they recorded a <a href=\"http:\/\/www.municipaliq.co.za\/publications\/press\/201602231446112167.doc\">total of 164 protests<\/a>.<\/p>\n<p>The ISS\u2019s Lancaster said their data, compiled from media reports between January 2013 and December 2015, showed that \u201cthe average was about 3 protests and labour strikes a day\u201d. But this referred to all kinds of protest, not just those related to service delivery, she added.<\/p>\n<p>Media reports are bound to underestimate the true scale of protest, however. Runciman said their analysis shows \u201cthere is some evidence to indicate that media data can be a fairly reliable indicator of trends but not absolute numbers\u201d.<\/p>\n<p>Yet the number of protests in South Africa \u201cis certainly not as high as 30 per day\u201d, she added.<\/p>\n<h3 class=\"my-4\">Conclusion: No data shows 30 service delivery protests a day in SA<\/h3>\n<p>The way that the South African police records events where they are called out to perform crowd control makes it near impossible to figure out how many of these were \u201cservice-delivery protests\u201d. University researchers who looked at each entry between 1997 and 2013 concluded that it is nowhere near 30 a day, though.<\/p>\n<p>Other research institutions compile media reports of protests into a database. The one from Municipal IQ showed one protest against municipalities each sixth day\u00a0in 2015, whereas the Institute for Security Studies counted\u00a03 protests (of all kinds, not just service delivery) and labour strikes a day between 2013 and 2015.<\/p>\n<p>There is therefore no evidence to support the claim that South Africa experiences 30 protests a day.<\/p>\n<p><em>Researched by Vinayak Bhardwaj.
