The Democratic Alliance (DA) says it will not form coalition governments with the Economic Freedom Fighters (EFF) in the two key municipalities of Johannesburg and Tshwane.<\/p>\n
“The EFF decided it didn’t want to go into coalitions with the DA or the ANC,” James Selfe, who has led the DA’s coalition negotiations, told Reuters.<\/p>\n
ANC spokesman Zizi Kodwa said the party would make an announcement later on Wednesday.<\/p>\n
ANC secretary general Gwede Mantashe told news agency Bloomberg on Tuesday that the EFF had turned the ANC down \u201cbut we are still talking\u201d.<\/p>\n
Reuters reported that failure to reach alliances in Johannesburg and Tshwane, could lead to policy paralysis and dampen investor confidence in two of South Africa’s economic hubs.<\/p>\n
Passing a budget, a by-law, loans, rates, taxes and levies requires a majority in council (50% plus 1).<\/p>\n
If the EFF abstains from the process, due to unhappiness with the budget, it might become impossible to pass the budget and this would trigger fresh elections.<\/p>\n
The DA said it expects to be able to form minority governments in the two urban districts. “We are confident they will support us to form minority governments in Johannesburg and Tshwane,” Selfe said.<\/p>\n
The political party said it is confident of forming a coalition government in Nelson Mandela Bay, and several other municipalities without the support of the EFF.<\/p>\n
