{"id":136529,"date":"2016-09-13T15:38:32","date_gmt":"2016-09-13T13:38:32","guid":{"rendered":"http:\/\/businesstech.co.za\/news\/?p=136529"},"modified":"2016-09-13T15:38:32","modified_gmt":"2016-09-13T13:38:32","slug":"new-joburg-mayor-mashaba-takes-a-swipe-at-former-anc-regime","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/trending\/136529\/new-joburg-mayor-mashaba-takes-a-swipe-at-former-anc-regime\/","title":{"rendered":"New Joburg mayor Mashaba takes a swipe at former ANC regime"},"content":{"rendered":"<p>New Joburg mayor, Herman Mashaba, says the time of residents staring at expensive billboards or listening to radio adverts about a \u2018World Class African City\u2019 while they do not have basic services, has come to an end.<\/p>\n<p>Delivering his inaugural speech, after 22 days in office, Mashaba said that the time for campaigning and politicking is over.<\/p>\n<p>&#8220;We face great challenges that no party can confront on its own. Now is the time for all of us to roll up our sleeves and get working together,&#8221; he said.<\/p>\n<p>Mashaba stressed that it was important to note that no single party holds a majority in the Joburg Council. &#8220;The people have chosen a diverse group of parties to lead them, but on one thing their voice was clear. Change must come to Johannesburg.&#8221;<\/p>\n<p>The new mayor wasted little time in criticizing the previous ANC-led regime. &#8220;Corruption<br \/>\nand nepotism are deplorable. It hampers service delivery meant to benefit our people, especially the poor. The new DA-led administration will deal with this swiftly, severely and decisively.&#8221;<\/p>\n<p>Mashaba said he will conduct a forensic audit, targeting expenditure and tenders that have raised suspicion. &#8220;Hear me and hear me well, there will be no slaps on the wrists, there will be no quiet departures or golden handshakes.&#8221;<\/p>\n<p>&#8220;Those found guilty of corruption and fraud will go directly to jail,&#8221; the mayor said, highlighting the fact that there was over R5 billion in unauthorised, irregular, fruitless and wasteful expenditure over the last administration\u2019s term in office.<\/p>\n<p>&#8220;This will simply not be tolerated under the new administration and any case of wrongdoing will be exposed and punished,&#8221; Mashaba said.<\/p>\n<p>The DA man said he would also break large tenders into smaller pieces in order to break through corrupt practices. &#8220;No longer will there be connected middle men receiving tenders with their sole responsibility being to sub-tender to smaller parties.&#8221;<\/p>\n<p>&#8220;I also intend seeing the tender adjudication process being opened to the public and media so as to prevent wrongdoing. This will also encourage the growth and development of small businesses, who in the past never stood a chance, because they were not part of the politically connected elite,&#8221; Mashaba said.<\/p>\n<p>&#8220;The blatant abuse of residents\u2019 money on excessive advertising, lavish parties and self-serving promotion has come to an end,&#8221; he said.<\/p>\n<p>Mashaba said that in the last two years, the political leadership of the City had authorized over R156 million in marketing and advertising. R56 million of which was spent to communicate the End of Term Performance of the outgoing administration, conveniently just before the elections.<\/p>\n<p>&#8220;You should be ashamed of yourselves. It is a disgrace that our residents have had to endure your shameless self promotion of a \u2018World Class African City\u2019 while living with your\u00a0less-than-world-class performance,&#8221; Mashaba said.<\/p>\n<p><strong>Read: <a href=\"http:\/\/businesstech.co.za\/news\/general\/134124\/joburgs-number-one-enemy-according-to-new-mayor-herman-mashaba\/\" target=\"_blank\">Joburg\u2019s number one enemy according to new mayor Herman Mashaba<\/a><\/strong><\/p>\n<p>The businessman-turned-politician asked the people of Johannesburg for patience.<\/p>\n<p>&#8220;The truth is that there are no short cuts, there are few quick fixes and no silver-bullets.<br \/>\nIt is going to take time to correct the many years of mismanagement and decay that has resulted in the failures of our City,&#8221; he said.<\/p>\n<p>Mashaba said that the biggest challenge facing Joburg is the soaring unemployment confronting over 800,000 people.<\/p>\n<p>&#8220;Job creation will be the number one priority of this new DA-led administration.Small businesses create jobs,&#8221; he said.<\/p>\n<p>Mashaba said that when he sat down with his team he was presented with a projected target of 2.5% economic growth in the City. &#8220;This is simply not good enough. Because to accept 2.5% economic growth would mean we accept that we will not make a dent in the number of unemployed people in our City.
