{"id":14439,"date":"2012-06-04T13:58:04","date_gmt":"2012-06-04T11:58:04","guid":{"rendered":"http:\/\/businesstech.co.za\/news\/?p=14439"},"modified":"2012-06-04T14:32:07","modified_gmt":"2012-06-04T12:32:07","slug":"telkomkt-corp-block-will-cost-jobs-da","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/telecommunications\/14439\/telkomkt-corp-block-will-cost-jobs-da\/","title":{"rendered":"Telkom\/KT Corp block will cost jobs: DA"},"content":{"rendered":"<p>The <a title=\"DA - Democratic Alliance\" href=\"http:\/\/businesstech.co.za\/forum\/showthread.php\/1696-DA-Democratic-Alliance\">Democratic Alliance<\/a> shadow minister of communications Marian Shinn MP, says that a block by cabinet on a deal between <a title=\"Telkom\" href=\"http:\/\/businesstech.co.za\/forum\/showthread.php\/1637-Telkom\">Telkom<\/a> and Korea\u2019s <a title=\"KT - Korea Telecom Corporation\" href=\"http:\/\/businesstech.co.za\/forum\/showthread.php\/1638-KT-Korea-Telecom-Corporation\">KT Corporation<\/a> will lead to job losses.<\/p>\n<p>A proposed transaction between the companies had been presented to cabinet on 30 May 2012, but was rejected.<\/p>\n<p>KT had been set for a strategic equity shareholding of 20% in the post-issue ordinary share capital of Telkom by way of a specific issue of shares for cash.<\/p>\n<p>The DA said in a statement on Monday (4 June)\u00a0 that the claim by the Department of Communications that it rejected the R3.3 billion Telkom deal because it ran counter to its plan to \u2018improve access to information and communications technology services\u2019 does not stand up to scrutiny.<\/p>\n<p>\u201cCabinet, and indeed Minister of Communications <a title=\"Dina Pule\" href=\"http:\/\/businesstech.co.za\/forum\/showthread.php\/2128-Dina-Pule\">Dina Pule<\/a>, must stop pussyfooting around. She must show that there was sound business reasoning behind the decision not to support the sale of a 20% stake in Telkom to South Korean telecommunications giant, KT Corp.<\/p>\n<p>\u201cThe fact is that neither the government nor Telkom have the necessary funding and know-how to support critical expansions in communications infrastructure. The broadband rollout alone requires roughly R89 billion. In addition, it is common cause that insufficient funding has been allocated for the migration to <a title=\"Digital Terrestrial Television (DTT)\" href=\"http:\/\/businesstech.co.za\/forum\/showthread.php\/2615-DTT-Digital-Terrestrial-Television\">Digital Terrestrial Television (DTT)<\/a>, which was meant to free up considerable spectrum for business and service delivery applications,\u201d Shinn said.<\/p>\n<p>The DA stressed that most importantly, business expansion, economic growth and, ultimately, job creation was significantly constrained by Telkom\u2019s poor management of the \u2018last-mile\u2019 of communications between exchanges and end-users in South Africa. \u201cIf this government is serious about creating jobs, it needs to do all it can to grow the economy by attracting international investment and rolling out a world-class ICT infrastructure.<\/p>\n<p>\u201cAn experienced international partner could have gone a long way toward getting Telkom out of its innovation rut,\u201d Shinn noted.<\/p>\n<p>The DA accused government of not being prepared to dilute its shareholding when it entered into negotiations with KT Corp. At the time it was expected that either a dilution of shareholding or some other mechanism would be devised to bring these investors on board.<\/p>\n<p>\u201cIf government had no intention of diluting or selling its shareholding, why were the negotiations encouraged to proceed so far?
