{"id":147059,"date":"2016-12-09T14:23:18","date_gmt":"2016-12-09T12:23:18","guid":{"rendered":"https:\/\/businesstech.co.za\/news\/?p=147059"},"modified":"2016-12-09T14:23:18","modified_gmt":"2016-12-09T12:23:18","slug":"hlaudi-motsoeneng-demanded-r500000-increase","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/media\/147059\/hlaudi-motsoeneng-demanded-r500000-increase\/","title":{"rendered":"Hlaudi Motsoeneng demanded R500,000 increase"},"content":{"rendered":"<p>Former SABC acting CEO Phil Molefe has given explosive testimony at Parliament\u2019s SABC inquiry, saying Hlaudi Motsoeneng threatened to \u201cgo to Pretoria\u201d after he refused to give him a R500 000 increase.<\/p>\n<p>Molefe was testifying under oath before the ad hoc committee looking into the fitness of the SABC board on Friday.<\/p>\n<p>He said he was handed a letter by board chairperson Dr Ben Ngubane in 2011 to approve an unlawful R500 000 increase to then group chief executive of stakeholder relations Hlaudi Motsoeneng.<\/p>\n<p>\u201cIn late November 2011, Mr Motsoeneng approached me asking for a salary increment of R500 000.<\/p>\n<p>\u201cI declined the request, and told him it was in any case a board decision.\u201d<\/p>\n<p>Sometime shortly afterwards, Ngubane summoned him to his office, where Motsoeneng was also present, Molefe said.<\/p>\n<p>\u201cThe chairperson offered me a letter recommending a R500 000 salary increase, and I was asked to sign the letter in order to approve the recommendation.<\/p>\n<p>Molefe said in no uncertain terms that he would not agree with that demand.<\/p>\n<h3 class=\"my-4\">\u2018This is not our man\u2019<\/h3>\n<p>At this point, Motsoeneng intervened and said, \u2018Chair, I told you that this is not our man. So I\u2019m going to Pretoria tonight\u2019.<\/p>\n<p>\u201cDr Ngubane pleaded with me. Please sign this thing so we can settle this matter.\u201d<\/p>\n<p>Molefe did not agree.<\/p>\n<p>He said this happened in the same month that the broadcaster was in the process of appointing a permanent group CEO, but he knew his future at the broadcaster would now be jeopardised.<\/p>\n<p>\u201cI had applied for the position, and the applications had closed on November 2, before that meeting took place.<\/p>\n<p>\u201cThe matter was now in the hands of the board, I told them.\u201d<\/p>\n<p>He did not get the position, and said he was \u201cliterally removed from the company\u201d in 2013.<\/p>\n<h3 class=\"my-4\">Hlaudi\u2019s rise<\/h3>\n<p>He described Motsoeneng\u2019s meteoric rise through the company.<\/p>\n<p>From being a junior radio producer at Lesedi FM in the Free State in 2010, to being \u201cparachuted\u201d to general manager in the CEO\u2019s office in February 2011.<\/p>\n<p>He then received the stakeholder relations position later that year and started attending board meetings, despite it not being a board position.<\/p>\n<p>In November 2011, while Molefe was in Ghana, Motsoeneng was appointed both acting CEO and acting COO within a day of each other.<\/p>\n<p>He eventually kept the acting COO position until July 2014, where it was given to him permanently.<\/p>\n<h3 class=\"my-4\">Guptas , New Age breakfast<\/h3>\n<p>On a different matter, Molefe said Motsoeneng met with one of the Gupta brothers in July 2011, because the Guptas \u201cwere keen to enter into business with the SABC\u201d.<\/p>\n<p>\u201cMr Tony Gupta wanted to sign a memorandum of cooperation between SABC and TNA Media to have live broadcasts on its morning breakfast show, Morning Live.\u201d<\/p>\n<p>He also said they wanted to distribute their The New Age newspapers at the corporation, and proposed having a stake in the then envisaged SABC News Channel.<\/p>\n<p>\u201cI did not agree to these proposals. These proposals were quite drastic and had significant implications.\u201d<\/p>\n<p>He also said it was problematic airing live broadcasts of an external partner on SABC channels.<\/p>\n<p>\u201cMy decision did not go down well with the Guptas. Motsoeneng tried to persuade me, urging me to soften my approach in dealing with the Guptas.\u201d<\/p>\n<p>Molefe said he refused, saying he would not make irrational decisions.<\/p>\n<p>This was evidence that the regression of the SABC started to take root as far back as 2011, he said.<\/p>\n<h3 class=\"my-4\">\u2018Who or what is Pretoria?\u2019<\/h3>\n<p>When it came to questions, MPs breathed out their collective shock, joking they needed some time to digest what they had just heard.<\/p>\n<p>ANC MP Hlomane Chauke described his testimony as \u201cshocking\u201d. He asked Molefe to elaborate on the issue of the R500 000 increase, and what \u201cPretoria\u201d meant. His colleague Juli Killian wanted to know the amount that the Guptas wanted to spend.<\/p>\n<p>ANC MP Makhosi Khoza said she was a member of the African National Congress, and implored Molefe to help the party restore good governance at the SABC.<\/p>\n<p>DA MP Phumzile van Damme wanted to know if the authority he was talking about was President Jacob Zuma.<\/p>\n<p>\u201cMy understanding was, \u2018going to Pretoria, I was going to a high authority\u2019,\u201d Molefe answered. \u201cAlthough I do not have specific terms who or what that authority was.\u201d<\/p>\n<p>Asked to elaborate further, he said: \u201cThere is a powerful force, but I would be very wary to speculate who or what that could be,\u201d he said.<\/p>\n<p>He said the ad hoc committee had the power to get to the bottom of it. He cited the Public Protector\u2019s use of cellphone records to triangulate someone\u2019s position at any given time.<\/p>\n<p>\u201cIf someone said \u2018I was going to Pretoria tonight\u2019, you can establish with military precision where that individual was.\u201d<\/p>\n<p>With regards to the salary issue, he said: \u201cMy position was quite clear.
