The previous ANC-led City of Tshwane administration had no track of, or could not account for as many as 4,784 vehicles in its corporate fleet when the Democratic Alliance took over in August.
\n<\/span><\/p>\n

This is according to Tshwane mayor, Solly Msimanga, who hosted a briefing to provide an update on his first 100 days in office.<\/p>\n

The DA\u2019s Msimanga was sworn in as mayor of the metro in mid-August after the party formed coalitions with the likes of the EFF, having garnered 43.10% of the total vote for the metro, versus 41.48% achieved by the ANC.<\/p>\n

“We inherited what can only be described as a mess,” said Msimanga on Monday.<\/p>\n

“When we assumed office the city\u2019s corporate fleet was in shambles.\u00a0No consolidated asset register of vehicles belonging to the city, no effective controls over vehicle movements and locations, no checks, balances and controls over procurement nor ensuring that service providers had capacity to do the work. The vehicles were also in a less than desirable state,” he said.<\/p>\n

To address the problem which hampered service delivery,\u00a0Msimanga said that the DA established a cross departmental task team including Tshwane Metro Police Department (TMPD) to track down and verify assets.<\/p>\n

“To date we have managed to track down and verify over 3,000 of what we believe to be is a total of 4,784 vehicles belonging to the city, using eNatis, SAP, fleet registers of vehicles and lease registers,” the mayor said.<\/p>\n

It is anticipated that the final verified figure will be released in early January, he added.<\/p>\n

The DA said it was also in the process of reviewing a contract relating to the fleet, and to extricate the city from the agreement.<\/p>\n

“To date we have already terminated the managed maintenance aspect for vehicles categories A and C of the contract on Monday 5 December 2016,” the mayor said.<\/p>\n

Msimanga noted that the TMPD has also conducted a search and seizure operation on a service provider who has been found to be in collusion with city employees to defraud the city by performing unnecessary and uncalled for repairs and maintenance on certain city vehicles.<\/p>\n

“To date we have also managed to get 45 of our trucks that were sitting in a lot back on the roads after they had been sitting, not delivering services despite their being little to nothing wrong with them,” the mayor said.<\/p>\n
