{"id":156223,"date":"2017-02-09T10:28:49","date_gmt":"2017-02-09T08:28:49","guid":{"rendered":"https:\/\/businesstech.co.za\/news\/?p=156223"},"modified":"2017-02-09T10:28:49","modified_gmt":"2017-02-09T08:28:49","slug":"how-to-fix-south-africa-the-da-vs-the-ancs-plans","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/government\/156223\/how-to-fix-south-africa-the-da-vs-the-ancs-plans\/","title":{"rendered":"How to fix South Africa: the DA vs the ANC&#8217;s plans"},"content":{"rendered":"<p>This week both the ANC and the DA unveiled plans to &#8216;radically&#8217; change South Africa.<\/p>\n<p>The ANC&#8217;s 12-point plan detailed a list of points that will be addressed at a \u2018people\u2019s assembly\u2019 ahead of the State of the Nation (SONA) address on Thursday, 9 February.<\/p>\n<p>The plan was seen as a preview to the tone and direction president Zuma\u2019s address with a particular focus being on \u201cradical transformation\u201d.<\/p>\n<p>Meanwhile, DA leader Mmusi Maimane released his own &#8220;State of the Nation&#8221; speech, which contained the party&#8217;s\u00a0&#8216;rescue plan&#8217;.<\/p>\n<p>Maimane&#8217;s speech was attended by\u00a0diplomats, the media and stakeholders, and was centered around the theme of a &#8220;Rescue Mission for a Lost Generation&#8221;.<\/p>\n<p>Both plans are almost entirely focused on &#8220;transformation&#8221;, though both parties take very different approaches on how to bring this about.<\/p>\n<hr \/>\n<h3 class=\"my-4\"><strong>The ANC<\/strong><\/h3>\n<p><a  data-lightbox=\"post-image\" href=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2015\/08\/ANC.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-96017 size-full\" src=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2015\/08\/ANC.jpg\" width=\"600\" height=\"400\" srcset=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2015\/08\/ANC.jpg 600w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2015\/08\/ANC-300x200.jpg 300w\" sizes=\"auto, (max-width: 600px) 100vw, 600px\" \/><\/a><\/p>\n<p>In its own words, the ANC&#8217;s main objective remains &#8220;the liberation of blacks in general, and Africans in particular&#8221;, and has called for &#8220;radical&#8221; change to the economy.<\/p>\n<p>Broadly, this\u00a0includes creating jobs, accelerating inclusive growth and transforming the structure and ownership of production.<\/p>\n<p>Particular emphasis is placed on transforming the country\u2019s financial institutions, feeding into the party and government\u2019s narrative that the country\u2019s banks are not sufficiently transformed, and are still in the hands of \u201cwhite monopoly capital\u201d.<\/p>\n<p><em>You can read more on the plan <strong><a href=\"https:\/\/businesstech.co.za\/news\/government\/156005\/the-ancs-12-point-plan-to-radically-change-south-africa\/\" target=\"_blank\">here<\/a><\/strong>.<\/em><\/p>\n<blockquote><p><em>1. Return the land to the people using Constitutional means.<\/em><\/p>\n<p><em>2. Invest money in township and rural communities and ensure we build post-apartheid cities in our rural areas and vibrant businesses in our townships.<\/em><\/p>\n<p><em>3. No less than 30% of ALL government spending must go to black businesses and small, medium and micro enterprises.<\/em><\/p>\n<p><em>4. Massive roll-out of broadband infrastructure, ensuring connectivity of schools, universities, hospitals, police stations and other public areas.<\/em><\/p>\n<p><em>5. Implement the Maputo Declaration and ensure 10% of GDP goes to agricultural development.<\/em><\/p>\n<p><em>6. Turn South Africa into a construction site; deliver water, sanitation, roads, electricity and houses.<\/em><\/p>\n<p><em>7. Diversify ownership in the financial services sector, licence the Post Bank, introduce new players and transform the industry in favour of the people as a whole.<\/em><\/p>\n<p><em>8. Finalise the National Minimum Wage to give income security to all our people.<\/em><\/p>\n<p><em>9. Increase the requirement for black ownership in mines, ensure that a significant amount is in the hands of the workers and advance local beneficiation.<\/em><\/p>\n<p><em>10. Implement free higher education for the poor and produce <a  data-lightbox=\"post-image\" href=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2017\/02\/Fikile-Mbalula-ANC-plan.png\" data-slb-active=\"1\" data-slb-asset=\"495698553\" data-slb-internal=\"0\" data-slb-group=\"156005\"><br \/>\n<\/a>no fewer than 5000 PhDs per annum by 2030, and urgently generate more artisans.<\/em><\/p>\n<p><em>11. Review SA\u2019s trade policies to prioritise national interest and support and promote local business.<\/em><\/p>\n<p><em>12. Mercilessly deal with corruption, fighting both the tigers and the flies.<\/em><\/p><\/blockquote>\n<hr \/>\n<h3 class=\"my-4\"><strong>The DA\u00a0<\/strong><\/h3>\n<p><a  data-lightbox=\"post-image\" href=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2016\/06\/Democratic-Alliance-DA.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-125553 size-new-size\" src=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2016\/06\/Democratic-Alliance-DA-640x430.jpg\" alt=\"Democratic Alliance DA\" width=\"640\" height=\"430\" srcset=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2016\/06\/Democratic-Alliance-DA.jpg 640w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2016\/06\/Democratic-Alliance-DA-300x202.jpg 300w\" sizes=\"auto, (max-width: 640px) 100vw, 640px\" \/><\/a><\/p>\n<p>The DA&#8217;s rescue plan focused on a &#8220;what-if&#8221; scenario, should the DA eventually lead the country.<\/p>\n<p>It\u00a0is also focused on a transformation of the economy, but focuses more on the\u00a0\u201clost generation&#8221; &#8211; young South African who had no education employment or training despite being &#8220;born free&#8221;.<\/p>\n<p>While the ANC\u00a0places heavy emphasis on restructuring the systems that are already in place to better suit and cater for the black majority, the DA&#8217;s plan is centred around uplifting the youth to be better equipped to navigate life self-sufficiently.<\/p>\n<p><em>You can read a full transcript of the speech <strong><a href=\"https:\/\/www.da.org.za\/2017\/02\/rescue-mission-lost-generation\/\" target=\"_blank\">here<\/a><\/strong>.<\/em><\/p>\n<ul>\n<li><strong>A revamp of the education system: <\/strong>achieved through<strong>\u00a0<\/strong>pre-school nutrition; limiting teacher&#8217;s strikes in school hours; investing in the training and retraining of current teachers; giving parents a greater say in the education system; the creation of a national education inspectorate; collaboration between public schools, non-profits and private companies.<\/li>\n<\/ul>\n<ul>\n<li><strong>Improving employment opportunities:<\/strong>\u00a0achieved through an expanded National Student Financial Aid Scheme;\u00a0matriculants who don\u2019t qualify for university will receive a free year of technical and vocational training; inviting more international universities to open locally; investing heavily in a private sector apprenticeship programme;\u00a0nation-wide government internship programme.<\/li>\n<\/ul>\n<ul>\n<li><strong>Expanding the current labour market: <\/strong>by\u00a0giving\u00a0access to capital through a Jobs &amp; Justice fund;\u00a0Special Development Zones equipped with necessary infrastructure such as fibre internet connections; stopping the nuclear deal; moving away from Eskom as a sole supplier; improving broadband connectivity and investment;\u00a0partly privatising State Owned Enterprises.<\/li>\n<\/ul>\n<ul>\n<li><strong>Shifting the focus of Black Economic Empowerment policies<\/strong>: by adopting a once-empowered always-empowered policy for the mining industry;\u00a0rewarding companies that put young black people through school;\u00a0strongly incentivising\u00a0young black people employment and ownership opportunities; give ownership of land through title deeds and redistributing government land; incentivising farmers with equity schemes.<\/li>\n<\/ul>\n<ul>\n<li><strong>Improving security, health and accountability in South Africa:<\/strong>\u00a0by adding an extra 50,000 police officers to the police service;
