{"id":161391,"date":"2017-03-02T10:40:09","date_gmt":"2017-03-02T08:40:09","guid":{"rendered":"https:\/\/businesstech.co.za\/news\/?p=161391"},"modified":"2017-03-02T12:27:10","modified_gmt":"2017-03-02T10:27:10","slug":"new-race-quotas-for-sa-rugby-cricket-and-netball-revealed","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/lifestyle\/161391\/new-race-quotas-for-sa-rugby-cricket-and-netball-revealed\/","title":{"rendered":"New race quotas for SA rugby, cricket and netball revealed"},"content":{"rendered":"<p>Trade union Solidarity has revealed\u00a0new sport quotas that will be introduced to South African rugby, netball, soccer, athletics and cricket within the next year\u00a0&#8211; failing which, the federations stand to lose millions in government funding.<\/p>\n<p>The union received the documents after announcing that it would be making an application under the\u00a0Promotion of Access to Information Act (Paia), to compel the Ministry to disclose information with regard to its transformation targets.<\/p>\n<p>This follows an April 2016 declaration by\u00a0Sports Minister, Fikile Mbalula, who noted that in the event of a federation failing to meet the\u00a0transformation targets, he would consider applying any of the following penalties:<\/p>\n<ul>\n<li>Withdrawal of government\u2019s recognition of the particular federation as a National Federation &#8211; such a decision would be published in the Government Gazette;<\/li>\n<\/ul>\n<ul>\n<li>Revoking\u00a0the privilege of a federation to host and bid for major and mega international tournaments in the Republic and the withdrawal of recognition of the said federations;<\/li>\n<\/ul>\n<ul>\n<li>Withdrawal of\u00a0the federation\u2019s opportunity to be awarded national colours via SASCOC to players who participate under the auspices of that particular federation in order to represent the Republic internationally and nationally;<\/li>\n<\/ul>\n<ul>\n<li>Termination of\u00a0the relationship and any cooperation between SRSA and said federations due to non-compliance<\/li>\n<\/ul>\n<ul>\n<li>Withdrawal of\u00a0political support and endorsements for sponsorships.<\/li>\n<\/ul>\n<p>While\u00a0Mbalula has been praised in some sectors for his radical transformation policies, the move has also come under intense scrutiny, as those federations which do not comply with the targets are\u00a0in line to lose billions of rands&#8217; worth of possible revenue.<\/p>\n<p>\u201cAlthough we are still processing all the documentation, it is already clear that the way in which transformation targets are applied in fact comes down to a quota system, something explicitly prohibited by the Constitution, the Employment Equity Act as well as various international sports conventions,&#8221; said Johan Kruger, deputy chief executive of Solidarity.<\/p>\n<p>&#8220;We will therefore undoubtedly bring further legal action to put an end the use of quotas in sport.&#8221;<\/p>\n<p>While Afriforum is yet to release an official response on the proposed transformation targets, it has released the transformation target documents as provided by the ministry of sports.<\/p>\n<hr \/>\n<p><em>Note that these are the transformation <strong>targets<\/strong>.
