{"id":164665,"date":"2017-03-16T07:34:18","date_gmt":"2017-03-16T05:34:18","guid":{"rendered":"https:\/\/businesstech.co.za\/news\/?p=164665"},"modified":"2017-03-16T07:34:18","modified_gmt":"2017-03-16T05:34:18","slug":"new-proposed-traffic-laws-in-gauteng-are-just-another-way-to-grab-your-money-jpsa","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/motoring\/164665\/new-proposed-traffic-laws-in-gauteng-are-just-another-way-to-grab-your-money-jpsa\/","title":{"rendered":"New proposed traffic laws in Gauteng are just another way to grab your money: JPSA"},"content":{"rendered":"<p>Justice Project South Africa (JPSA) has raised concerns about proposed traffic laws in Gauteng, which it says are now almost entirely focused on generating revenue.<\/p>\n<p>Parties were informed of the proposed changes after\u00a0the Parliamentary Portfolio Committee on Transport contacted interested parties by email, said Howard Dembovsky of the JPSA.<\/p>\n<p>In the email, it attached a newspaper advert which had reportedly been published in the weekend newspapers calling for further comment on proposed amendments to the AARTO Act.<\/p>\n<p>The new proposals are:<\/p>\n<ul>\n<li><strong>Removing the right of an alleged infringer to elect to be tried in court<\/strong> until a courtesy letter has been issued;<\/li>\n<\/ul>\n<ul>\n<li>Allowing the <strong>re-issue of infringement notices where<\/strong> issuing authorities or the <strong>RTIA have failed to comply with procedures<\/strong> prescribed by the AARTO Act;<\/li>\n<\/ul>\n<ul>\n<li>Creating an <strong>Appeals Tribunal<\/strong> which will take the place of trial in courts; and<\/li>\n<\/ul>\n<ul>\n<li>Allowing salaries, pensions and benefits of RTIA staff to be decided <strong>without the involvement of the Minister of Finance.<\/strong><\/li>\n<\/ul>\n<p>&#8220;We have grave reservations about the constitutionality of several of the proposals, as well as the existing provisions of the Act, which we believe will and currently do lead to unjust &#8216;convictions&#8217;,&#8221; said Dembovsky.<\/p>\n<p>&#8220;The AARTO Act, the proposals to amend it, and the way in which traffic enforcement is practised in South Africa is not safety-orientated to any acceptable degree.\u00a0 It\u2019s all about the money and that is very, very sad indeed,&#8221; he said.<\/p>\n<hr \/>\n<p><strong>Read:\u00a0<a href=\"https:\/\/businesstech.co.za\/news\/general\/160509\/millions-of-gauteng-traffic-fines-scrapped\/\" target=\"_blank\">Millions of Gauteng traffic fines scrapped<\/a><\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Justice Project South Africa (JPSA) has raised concerns about proposed traffic laws in Gauteng, which it says are now almost entirely focused on generating revenue.<\/p>\n","protected":false},"author":10,"featured_media":96893,"comment_status":"open","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[11119],"tags":[26,5279],"class_list":["post-164665","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-motoring","tag-headline","tag-jpsa"],"_links":{"self":[{"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/posts\/164665","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/users\/10"}],"replies":[{"embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/comments?post=164665"}],"version-history":[{"count":15,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/posts\/164665\/revisions"}],"predecessor-version":[{"id":164695,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/posts\/164665\/revisions\/164695"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/media\/96893"}],"wp:attachment":[{"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/media?parent=164665"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/categories?post=164665"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/tags?post=164665"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
