{"id":173791,"date":"2017-05-14T10:00:56","date_gmt":"2017-05-14T08:00:56","guid":{"rendered":"https:\/\/businesstech.co.za\/news\/?p=173791"},"modified":"2017-05-14T07:43:50","modified_gmt":"2017-05-14T05:43:50","slug":"__trashed-21","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/lifestyle\/173791\/__trashed-21\/","title":{"rendered":"SA health insurer explains why you are paying for other people&#8217;s medical aid"},"content":{"rendered":"<p>Cape Medical Plan (CMP) has released a breakdown of South Africa&#8217;s medical aid industry in an attempt to clarify what medical scheme cover is supposed to do, as well as how and why products are designed and structured.<\/p>\n<p>&#8220;It\u2019s important to understand that the majority of medical scheme products are made up of two funding pools \u2013 insured risk and the savings funding pool,&#8221; the insurer said.<\/p>\n<p>&#8220;It\u2019s also vital to remember that medical schemes have to ensure that all legitimate claims are paid, and should fully support the concept of Prescribed Minimum Benefits (PMBs), while sticking to the rules thereof.&#8221;<\/p>\n<hr \/>\n<p><strong>Product structure and pricing<\/strong><\/p>\n<p><a  data-lightbox=\"post-image\" href=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2017\/01\/Medicine.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-149477 size-full\" src=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2017\/01\/Medicine.jpg\" alt=\"\" width=\"600\" height=\"400\" srcset=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2017\/01\/Medicine.jpg 600w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2017\/01\/Medicine-300x200.jpg 300w\" sizes=\"auto, (max-width: 600px) 100vw, 600px\" \/><\/a><\/p>\n<p>As mentioned above, medical scheme products are usually made up of two funding pools:<\/p>\n<ul>\n<li>insured risk;<\/li>\n<li>savings funding pool.<\/li>\n<\/ul>\n<p>&#8220;Insured risk is the money collected from all members to pay for collective benefits across all scheme products for the entire membership and forms part of the total monthly contribution if you\u2019re on a product that has a Medical Savings Account (MSA),&#8221; said CMP.<\/p>\n<p>If you are on a hospital plan or only have hospital cover, it forms the total monthly contribution, as these products don\u2019t have a savings component.<\/p>\n<p>The savings funding pool portion of the total monthly contribution is only available in certain products and is created by individual money that can be used to fund almost any medically-related expense a member chooses, except for PMBs.<\/p>\n<hr \/>\n<h3 class=\"my-4\"><strong>Contributions\u00a0<\/strong><\/h3>\n<p><a  data-lightbox=\"post-image\" href=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2015\/09\/Paying-bills.png\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-98938 size-full\" src=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2015\/09\/Paying-bills.png\" alt=\"\" width=\"600\" height=\"400\" srcset=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2015\/09\/Paying-bills.png 600w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2015\/09\/Paying-bills-300x200.png 300w\" sizes=\"auto, (max-width: 600px) 100vw, 600px\" \/><\/a><\/p>\n<p>Medical schemes, unlike companies, do not operate for profit, noted CMP.<\/p>\n<p>&#8220;Simply put, medical schemes are a collection of people who agree to a set of rules for the payment of certain benefits in return for a contribution which has to be paid monthly,&#8221; said CMP.<\/p>\n<p>&#8220;As a result, all medical schemes are registered as Section 21, not-for-profit entities.&#8221;<\/p>\n<p>Contributions are increased mainly due to the continuous price increases implemented by hospitals and specialists as a result of the rise in medical inflation and the lack of regulation regarding what they can charge.<\/p>\n<p>Benefits, on the other hand, are what you are covered for on your chosen product and they are in return for your monthly contributions.<\/p>\n<hr \/>\n<h3 class=\"my-4\"><strong>Who else are you subsidising?<\/strong><\/h3>\n<p><a  data-lightbox=\"post-image\" href=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2017\/03\/Hospital-e1488548445901.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-161841\" src=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2017\/03\/Hospital-640x427.jpg\" alt=\"\" width=\"600\" height=\"400\" \/><\/a><\/p>\n<p>The Medical Schemes Act prohibits schemes from cross-subsidising between products. However, cross-subsidisation within a product is allowed, said CMP.<\/p>\n<p>This begs the question:\u00a0if certain members are clearly subsidising some of their fellow members, why can\u2019t members from other products that the scheme offers, cross-subsidise the members of a product with lower contribution s- especially with those that have similar benefits?<\/p>\n<p>&#8220;Not only is it against the law, if such a degree of cross-subsidisation were to take place, the product could become unstable,&#8221; said CMP.<\/p>\n<p>&#8220;This would happen due to incorrect contribution levels for the product being subsidised. Every product offered by a scheme must be self-funding and therefore, the scheme may not knowingly allow one product to cross-subsidise another for the year ahead.&#8221;<\/p>\n<hr \/>\n<h3 class=\"my-4\"><strong>A careful balance<\/strong><\/h3>\n<p><a  data-lightbox=\"post-image\" href=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2016\/11\/Scale-e1480073733754.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-144577\" src=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2016\/11\/Scale-640x427.jpg\" alt=\"\" width=\"600\" height=\"400\" \/><\/a><\/p>\n<p>CMP notes that\u00a0cross-subsidisation will never yield perfect results but these calculations are all that schemes have to work with.<\/p>\n<p>&#8220;This is why schemes have benefit rules that are sometimes not perfect and can be quite inflexible in certain circumstances.
