{"id":189281,"date":"2017-07-31T16:46:48","date_gmt":"2017-07-31T14:46:48","guid":{"rendered":"https:\/\/businesstech.co.za\/news\/?p=189281"},"modified":"2017-07-31T16:46:48","modified_gmt":"2017-07-31T14:46:48","slug":"sa-central-bank-under-increasing-political-pressure-moodys","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/banking\/189281\/sa-central-bank-under-increasing-political-pressure-moodys\/","title":{"rendered":"SA central bank under increasing political pressure &#8211; Moody\u2019s"},"content":{"rendered":"<p>South Africa\u2019s central bank is under increasing political pressure to maintain \u201cexpansionary\u201d monetary policy, Moody\u2019s Investors Service said as the regulator prepares to challenge an instruction to change its mandate.<\/p>\n<p>The High Court in Pretoria will on Tuesday hear the Reserve Bank\u2019s application to review an the Public Protector\u2019s order that lawmakers must change the constitution to make the central bank focus on the \u201csocio-economic well-being of citizens,\u201d instead of inflation.<\/p>\n<p>While the anti-graft ombudsman, Busisiwe Mkhwebane, has said she won\u2019t oppose the application, her recommendation remains in place until it\u2019s set side by a court. The report came after a major cabinet shuffle and before the ruling African National Congress\u2019s policy conference.<\/p>\n<p>The timing \u201cpoints to growing political pressure for less independent monetary policy, a key pillar in our assessment of South Africa\u2019s gradually deteriorating institutional strength,\u201d Moody\u2019s lead sovereign analyst for South Africa, Zuzana Brixiova, said in an emailed research report.<\/p>\n<p>\u201cIt also sends another unclear signal about the policy direction at a time of very low and falling business confidence, and coincides with governance issues at state-owned enterprises.\u201d<\/p>\n<h3 class=\"my-4\">Key Strength<\/h3>\n<p>The independence of South Africa\u2019s central bank is cited by rating companies as an key strength, and any move to erode that could lead to further downgrades, particularly after President Jacob Zuma removed Pravin Gordhan as finance minister in March.<\/p>\n<p>That move raised concern that National Treasury decisions would be become more political, and sparked cuts to junk status by S&amp;P Global Ratings and Fitch Ratings.<\/p>\n<p>The central bank cut the benchmark repurchase rate on July 20 for the first time in five years as its inflation outlook improved and it halved its economic growth forecast for the year to 0.5 percent.
