could get worse if Wednesday\u2019s mid-term budget statement fails to reassure investors about the government\u2019s commitment to fiscal prudence.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"story__element__wrapper\" data-loader=\"storyElement\" data-story-content-id=\"aba9adfa-c843-4cf2-9298-20ffd7726380\" data-story-version-id=\"c775bd49-fb3e-46a2-bd9d-3d5d14b29ac0\" data-card-content-id=\"30006737-6be4-4977-be57-645542d9f927\" data-card-version-id=\"05e8544a-43a5-4224-819a-77753d6a42d4\" data-story-element-id=\"42372938-c4db-495f-a0a5-3b980db04d61\" data-story-element-type=\"text\">\n<div class=\"story__element story__element__text\">\n<div class=\"story-element- \">\n<p>Finance Minister Malusi Gigaba faces an estimated revenue shortfall of R40 billion ($2.9 billion) as he prepares to brief lawmakers amid a battle for control of the ruling party that\u2019s stoked political uncertainty and deterred hiring and investment.<\/p>\n<p>He\u2019ll have to consider cutting spending, raising taxes and selling state assets if he wants to avoid further ratings downgrades that could lead to large outflows from the bond market.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"story__element__wrapper\" data-loader=\"storyElement\" data-story-content-id=\"aba9adfa-c843-4cf2-9298-20ffd7726380\" data-story-version-id=\"c775bd49-fb3e-46a2-bd9d-3d5d14b29ac0\" data-card-content-id=\"30006737-6be4-4977-be57-645542d9f927\" data-card-version-id=\"05e8544a-43a5-4224-819a-77753d6a42d4\" would look for how Minister Gigaba intends to project fiscal prudence beyond the current fiscal year,\u201d Standard Bank Group Ltd. strategists led by Walter de Wet wrote in a client note.<\/p>\n<p>\u201cAny deviation from the intention, on paper at least, to compress the budget deficit would be punished by both the bond and currency market.\u201d<\/p>\n<div class=\"story__element__wrapper\" data-loader=\"storyElement\" data-story-content-id=\"aba9adfa-c843-4cf2-9298-20ffd7726380\" data-story-version-id=\"c775bd49-fb3e-46a2-bd9d-3d5d14b29ac0\" data-card-content-id=\"30006737-6be4-4977-be57-645542d9f927\" data-card-version-id=\"05e8544a-43a5-4224-819a-77753d6a42d4\" data-story-element-id=\"2e4cfc10-b913-4775-a1c9-43764efe8cb7\" data-story-element-type=\"text\">\n<div class=\"story__element story__element__text\">\n<div class=\"story-element- \">\n<p>Yields on the nation\u2019s benchmark bonds due December 2026 have climbed 35 basis points since the beginning of September to 8.85% a three-month high, while the rand weakened 3.8%.<\/p>\n<p>Three-month implied volatility for the South African currency against the dollar climbed to 17.6% this week, the highest since April, suggesting options traders expect wider price swings in coming months.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"story__element__wrapper\" data-loader=\"storyElement\" data-story-content-id=\"aba9adfa-c843-4cf2-9298-20ffd7726380\" data-story-version-id=\"c775bd49-fb3e-46a2-bd9d-3d5d14b29ac0\" data-card-content-id=\"30006737-6be4-4977-be57-645542d9f927\" data-card-version-id=\"05e8544a-43a5-4224-819a-77753d6a42d4\" data-story-element-id=\"007e8435-cfab-4cd4-911f-7d88b3137b03\" data-story-element-type=\"text\">\n<div class=\"story__element story__element__text\">\n<div class=\"story-element- \">\n<p>While significant fiscal slippage would hit the bond market hardest, stocks could also be in the firing line.<\/p>\n<p>Banks, retailers and listed property shares will come under pressure if bond yields rise and the currency weakens, according to Old Mutual Investment Group.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"story__element__wrapper\" data-loader=\"storyElement\" data-story-content-id=\"aba9adfa-c843-4cf2-9298-20ffd7726380\" \">\n<p>\u201cInvestors will be on the lookout for signs of fiscal slippage,\u201d John Orford, a money manager at Old Mutual\u2019s Macrosolutions unit, said by email.<\/p>\n<p>\u201cWhether the MTBPS provides a positive or negative signal for investors, corporate and consumer sentiment, markets are likely to remain cautious\u201d until the African National Congress\u2019s conference to elect story__element__text\">\n<div class=\"story-element- \">\n<ul>\n<li>Soledad Lopez, an emerging-market strategist at UBS Group AG in New York:\n<ul>\n<li>\u201cDeteriorating debt dynamics could lead to further rating downgrades; a fall to non-investment grade would likely cause foreign investors to reduce their bond holdings. A more reform-oriented policy would offer scope for some ZAR appreciation, but we remain cautious about this for now.\u201d<\/li>\n<li>\u201cSouth African equities remain expensive amid low earnings growth. We expect volatility to increase close to the ruling party\u2019s year-end leadership elections. Continued rand depreciation will likely see rand hedges benefiting.\u201d<\/li>\n<li>On bonds, \u201cwe are underweight given the country\u2019s weak growth, fiscal and political outlook.\u201d<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li>Wayne McCurrie, portfolio manager at Ashburton Investments Management, the money managing unit of Africa\u2019s biggest bank by value:\n<ul>\n<li>\u201cThis is probably the toughest set of fiscal conditions that we\u2019ve had since 1994,\u201d when South Africa held its first democratic elections.<\/li>\n<li>\u201cWhile it\u2019s going be a bad medium-term budget plan, everyone\u2019s expecting it, so there shouldn\u2019t be any surprises for anyone. In fact, the only surprise will be where does he raise the tax from.<\/li>\n<li>On the potential disposal of government assets, McCurrie says the stake in Telkom SA SOC Ltd. could be sold. \u201cTelkom itself issued a cautionary saying that their stake might be up for sale and then issued another cautionary saying \u2018don\u2019t worry about it, our stake is no longer up for sale,\u2019 so maybe the government changed their mind on that one &#8212; we simply don\u2019t know.\u201d<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li>Reyneke van Wyk, head of investment management at Stonehage Fleming Investment Management:\n<ul>\n<li>There are questions around the contingent liabilities linked to state-owned carrier South African Airways SOC Ltd. and power utility Eskom Holdings SOC Ltd. \u201cSome investors are getting a little bit concerned.\u201d<\/li>\n<li>\u201cThere are some concerns that if the medium term budget is not viewed favorably by the markets, then we might see a weakening in the rand, but then again some of that might be priced in already.\u201d<\/li>\n<li>\u201cThe market will be seeking clear guidance on the implementation of the National Development Plan to grow the economy, create the necessary jobs and ensure the required fiscal discipline, especially with regard to SAA and the contingent liabilities as far as other state-owned enterprises go.\u201d<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li>John Cairns, a currency strategist at Rand Merchant Bank in Johannesburg:\n<ul>\n<li>\u201cWe expect a terrible budget on Wednesday \u2014 simply put, there are no more rabbits to pull out of the hat.\u201d<\/li>\n<li>A widening budget deficit would see \u201ccredit rating agencies raise concerns, but we do not think they will lower the credit rating before the end of the year.
