The latest World Internal Security and Police Index has been published, measuring the ability of police and other security forces to keep a country, and its people, safe.<\/p>\n

The index is based on an assessment of four main categories, looking at the capacity, process, legitimacy and outcomes of a security and police force.<\/p>\n

Capacity takes into account the numbers of security officials, including police, private security, prison security and armed forces.<\/p>\n

The process looks at levels of corruption and overall effectiveness of the security forces (taking into account bribery and well as levels of underreporting).<\/p>\n

Legitimacy looks at the confidence the public has in its security force, as well as whether due process is followed, and the rights of the accused are upheld.<\/p>\n

Outcomes cover actual crime statistics, looking at homicide, violent crime, terrorism and public safety perceptions.<\/p>\n

Scores are given for each indicator between 0.0 and 1.0.<\/p>\n

South Africa<\/strong><\/p>\n

South Africa ranked 89th out of the 127 nations covered, making it the 39th worst police force globally.<\/p>\n

The country had middling scores across all categories, but performed best for its capacity, and worst for its legitimacy.<\/p>\n

Looking at specific indicators, South Africa\u2019s homicide rate was the worst factor – scoring a flat score of zero, dragging down the overall score.<\/p>\n

Other indicators that worked against the country were general weak armed forces, low prison capacity and high levels of political terror.<\/p>\n

On the other side, a relatively strong police force and strides made against violent crime helped boost its score – while the private security force scored the top points with a solid 1.0.<\/p>\n

South Africa is one of the most dangerous countries in the world, where personal safety is ranked at the same levels of countries that are literal war-zones<\/a><\/strong>.<\/p>\n

With a police force just under 200,000 officers strong, security in South Africa largely falls to the private sector, where over 500,000 security guards are employed, and over 1.5 million are registered.<\/p>\n

South Africa\u2019s private security force is larger than the SAPS and military combined – making up an R84 billion industry.<\/p>\n

The sector is currently being targeted by new regulations that will force ownership of private security companies transferred into the hands of black-owned groups – the first of which, Chubb, has already acceded to.<\/p>\n

Best and worst security forces in the world<\/strong><\/p>\n

Singapore performed best on the index, followed by Finland, and then Denmark.<\/p>\n

There were only four nonEuropean countries in the top 20. The United Arab Emirates was the highest ranked country from the Middle East and North African (MENA) region, and ranked 29th overall.<\/p>\n

Nigeria performed worst on the Index, followed by the Democratic Republic of the Congo, Kenya, Uganda, and Pakistan.<\/p>\n

However, countries with protracted civil conflicts are not eligible for the Index.<\/p>\n

According to the report, terrorism remains one of the greatest threats to internal security. Terrorism has increased dramatically over the last three years, with more than 62,000 people being killed in terrorist attacks between 2012 and 2014. The biggest rise in the last year occurred in Nigeria.<\/p>\n
