{"id":21793,"date":"2012-09-10T15:08:00","date_gmt":"2012-09-10T13:08:00","guid":{"rendered":"http:\/\/businesstech.co.za\/news\/?p=21793"},"modified":"2012-09-11T08:34:11","modified_gmt":"2012-09-11T06:34:11","slug":"public-protector-to-investigate-pule","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/government\/21793\/public-protector-to-investigate-pule\/","title":{"rendered":"Public protector to investigate Pule"},"content":{"rendered":"<p>The Public Protector is to investigate, under the Public Protector Act, the possible conflict of interest of communications minister <a title=\"Dina Pule\" href=\"http:\/\/businesstech.co.za\/forum\/showthread.php\/2128-Dina-Pule\">Dina Pule<\/a> in the <a title=\"ICT Indaba\" href=\"http:\/\/businesstech.co.za\/forum\/showthread.php\/4596-ICT-Indaba\">ICT Indaba<\/a>.<\/p>\n<p>This was confirmed in a letter to shadow minister of communications, <a title=\"Marian Shinn\" href=\"http:\/\/businesstech.co.za\/forum\/showthread.php\/4592-Marian-Shinn\">Marian Shinn<\/a>, following numerous reports by the Sunday Times and the <a title=\"DA\" href=\"http:\/\/businesstech.co.za\/forum\/showthread.php\/1696-DA-Democratic-Alliance\">DA<\/a> itself that money allocated to the ICT Indaba in June were handled &#8220;improperly&#8221;.<\/p>\n<p>&#8220;This will supplement the enquiry we instigated via Parliament\u2019s Ethics and Members\u2019 Interest Committee for a probe into the ethical issues of Ms Pule\u2019s conduct in the outsourcing of the organisation of the event held in Cape Town in June, to a company through which her romantic partner <a title=\"Phosane Mngqibisa\" href=\"http:\/\/businesstech.co.za\/forum\/showthread.php\/4594-Phosane-Mngqibisa\">Phosane Mngqibisa<\/a> has a financial interest,&#8221; the DA said.<\/p>\n<p>&#8220;There are almost weekly revelations of how money has been spent lavishly on items and trips that have tenuous links to ICT Indaba and more to do with a jet-setting lifestyle.&#8221;<\/p>\n<p><strong>&#8220;Cleared of wrongdoing&#8221;<\/strong><\/p>\n<p>On 3 August 2012 the Department of Communications (<a title=\"DoC\" href=\"http:\/\/businesstech.co.za\/forum\/showthread.php\/2129-DoC-Department-of-Communications\">DoC<\/a>) released a statement saying that there was no wrongdoing on the part of the minister or the conference organisers.<\/p>\n<p>However, Shinn said that the statement from the DoC only added to the smokescreen that minister Pule tried to create to deflect attention on whether Mngqibisa benefitted improperly from the Indaba.<\/p>\n<p>\u201cThe Department\u2019s statement goes to great lengths to emphasise the fact that the Auditor General\u2019s (AG\u2019s) investigation into the matter has cleared the minister of any wrongdoing.<\/p>\n<p>\u201cThe scope of the AG\u2019s investigation, however, was limited to focus on the payment of R10 million from the Department of Communications to the ICT Indaba to ensure that due process was followed by the department,\u201d Shinn said.<\/p>\n<p><strong>Public protector probe<\/strong><\/p>\n<p>In the letter addressed to Shinn, public protector, Thuli Madonsela, apologised for the delayed response to the DA&#8217;s query, saying further that she will proceed with an investigation into the matter.<\/p>\n<p>&#8220;As you may be aware, the Auditor General undertook to look into, and has indeed looked into, the matter,&#8221; she wrote.<\/p>\n<p>&#8220;He has since come back to me through a meeting with him on 28\/07\/2012 and his office this morning.
