{"id":22760,"date":"2012-09-21T14:16:12","date_gmt":"2012-09-21T12:16:12","guid":{"rendered":"http:\/\/businesstech.co.za\/news\/?p=22760"},"modified":"2012-09-21T14:17:36","modified_gmt":"2012-09-21T12:17:36","slug":"rwanda-fines-mtn-over-poor-service","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/mobile\/22760\/rwanda-fines-mtn-over-poor-service\/","title":{"rendered":"Rwanda fines MTN over poor service"},"content":{"rendered":"<p>Rwanda&#8217;s telecoms regulator said it would fine the country&#8217;s unit of South African telecommunications group MTN for the second time in four years for poor quality service.<\/p>\n<p>MTN Rwanda is the by far the country&#8217;s largest mobile phone operator with about two thirds of its subscribers.<\/p>\n<p>The regulator on Thursday said it had carried out a survey in August showing MTN had failed to meet minimum thresholds on call completion rate, speech quality, signal strength and other measures, the regulator said.<\/p>\n<p>MTN said an independent technical teams had carried out another survey of its Rwandan networks the following month and found no major problems.<\/p>\n<p>The September survey found that &#8220;despite hitches that sometimes might be beyond our control like fibre cuts, our network is operating within all Key Performance Indicators in our license obligations,&#8221;
