{"id":230549,"date":"2018-03-09T11:56:50","date_gmt":"2018-03-09T09:56:50","guid":{"rendered":"https:\/\/businesstech.co.za\/news\/?p=230549"},"modified":"2018-03-09T11:56:50","modified_gmt":"2018-03-09T09:56:50","slug":"r2-billion-in-e-tolls-to-be-written-off-this-year-outa","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/motoring\/230549\/r2-billion-in-e-tolls-to-be-written-off-this-year-outa\/","title":{"rendered":"R2 billion in e-tolls to be written off this year: Outa"},"content":{"rendered":"<p>The South African National Roads Agency (Sanral) has come under fire for its irregular and wasteful spending, and failure to conduct proper internal auditing.<\/p>\n<p>Sanral\u2019s finances were discussed by Parliament\u2019s Standing Committee on Public Accounts (Scopa) this week, with the committee raising concerns over the high irregular, fruitless and wasteful expenditure at the agency, and the possibility of financial laws being flouted.<\/p>\n<p>&#8220;The Standing Committee on Public Accounts is concerned that Sanral deliberately ignores National Treasury regulations and the Public Finance Management Act (PFMA) &#8211; something which has resulted in their finances being in a bad state,&#8221; it said in a <strong><a href=\"https:\/\/www.parliament.gov.za\/press-releases\/scopa-concerned-sanral-deliberately-ignores-pfma-and-treasury-regulations-procurement-processes\" target=\"_blank\" rel=\"noopener\">statement<\/a> <\/strong>on Wednesday (7 March).<\/p>\n<p>&#8220;The committee has noticed that Sanral has very high irregular, fruitless and wasteful expenditure as a result of not following supply chain management processes.<\/p>\n<p>&#8220;For the financial year 2016\/2017 Sanral\u2019s irregular expenditure accumulated to R10 billion, and fruitless expenditure is R15 million. These are huge amounts &#8211; taxpayers\u2019 money should not be wasted in such a manner.&#8221;<\/p>\n<p>In a statement released on Friday (9 March), civil action group Outa said that South Africa could not afford this expenditure.<\/p>\n<p>\u201cLast year it emerged that Sanral had outsourced its internal audit function to an external audit company. Scopa found this unacceptable and we trust that Sanral has rectified this situation and developed this competence,\u201d said Rudie Heyneke, Outa\u2019s portfolio manager for Transport.<\/p>\n<p>\u201cSanral\u2019s 63% decrease in irregular expenditure may appear to be significant, but R424 million is still unacceptably high.
