{"id":233423,"date":"2018-03-23T08:40:31","date_gmt":"2018-03-23T06:40:31","guid":{"rendered":"https:\/\/businesstech.co.za\/news\/?p=233423"},"modified":"2018-03-23T08:40:31","modified_gmt":"2018-03-23T06:40:31","slug":"eskom-wants-to-hike-electricity-tariffs-by-30","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/energy\/233423\/eskom-wants-to-hike-electricity-tariffs-by-30\/","title":{"rendered":"Eskom wants to hike electricity tariffs by 30%"},"content":{"rendered":"<p>Eskom wants to recover the tens of billions of rands it lost to overspending on coal and lower than expected sales between 2014 and 2017 &#8211; which could mean a massive tariff hike for businesses and consumers before the end of 2018.<\/p>\n<p>According to <strong><a href=\"https:\/\/www.miningreview.com\/electricity-consumers-pay-zupta-thievery-eskom\/\">Mining Review<\/a><\/strong>, submissions made to Nersa show that Eskom wants to recover as much as R66 billion, which was lost in the &#8216;Gupta years&#8217; &#8211; 2014 to 2017, the years highlighted in the Public Protector&#8217;s State of Capture report.<\/p>\n<p>The shortfall is due to Eskom&#8217;s over-estimation of electricity sales and its overspend on coal, gas and imports during that period.<\/p>\n<p>The way the amount will be recovered is through the Regulatory Clearing Account (RCA), which works by allowing Eskom to apply to recover a shortfall in revenue in a given year, based on how much it missed its estimated collections or targets.<\/p>\n<p>The amount that is approved for recovery is then factored into the tariff price of the next year.<\/p>\n<p>Ted Blom, partner at Mining &amp; Energy Advisors, said that the RCA process is incredibly flawed, and means that Eskom will never run at a loss as any shortfall is recovered through a flawed annual RCA application.<\/p>\n<p>&#8220;In other words, Eskom recovers any shortfall in projections by increasing consumer&#8217;s tariffs the following year,&#8221; he said. &#8220;Once these RCA increases are added to electricity tariffs and the funds recovered, prices are not readjusted back to normal.&#8221;<\/p>\n<p>The RCA increase is over and above annual tariff increases, which for the next financial year, Nersa granted a 6.84% hike (before municipal increases are factored in).<\/p>\n<p>If Nersa approves Eskom\u2019s RCA application for 2014\/15, 2015\/16 and 2016\/17 &#8211; amounting to some R66 billion &#8211; it will result in an electricity tariff hike of some 30%, Blom said.<\/p>\n<p>However, energy expert Chris Yelland said that Eskom is unlikely to get the amount requested, and would be lucky to get half that.<\/p>\n<hr \/>\n<p><strong>Read:\u00a0<a href=\"https:\/\/businesstech.co.za\/news\/energy\/230199\/our-cost-structure-is-definitely-not-right-eskom-chairman\/\" rel=\"bookmark\">\u2018Our cost structure is definitely not right\u2019: Eskom chairman<\/a><\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Eskom wants to recover tens of billions of rands that it lost due to overspending on coal and lower than expected sales between 2014 and 2017 &#8211; which could mean a massive tariff hike for businesses and consumers before the end of 2018.<\/p>\n","protected":false},"author":10,"featured_media":72374,"comment_status":"open","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[9874],"tags":[1164,26],"class_list":["post-233423","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-energy","tag-eskom","tag-headline"],"_links":{"self":[{"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/posts\/233423","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/users\/10"}],"replies":[{"embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/comments?post=233423"}],"version-history":[{"count":4,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/posts\/233423\/revisions"}],"predecessor-version":[{"id":233435,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/posts\/233423\/revisions\/233435"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/media\/72374"}],"wp:attachment":[{"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/media?parent=233423"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/categories?post=233423"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/tags?post=233423"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
