Naspers<\/a> CEO Koos Bekker<\/a> slated the fact that the South African government is both the owner of Telkom<\/a> and the regulator, arguing that it prevents the telecoms market from being opened up.<\/p>\n

\u201cGovernment is both owner of Telkom and the regulator,\u201d said Bekker. \u201cSo the policies are geared to maintain the Telkom position, and it prevents the market from being opened up. Consequently we\u2019re just falling further and further behind on the Internet, regrettably.\u201d<\/p>\n

Bekker argued that you can\u2019t have the same entity in charge of maintaining a very weak and declining asset [Telkom] and consequently keeping the South African market closed to protect it.<\/p>\n

The Naspers CEO said that the situation can be resolved by allowing the Department of Communications<\/a> to be the referee [hence the telecoms regulator], and passing the stake in Telkom to the department of Public Enterprises.<\/p>\n

Bekker highlighted that South Africa\u2019s poor Internet penetration, which he blames on government\u2019s involvement in Telkom, is holding back e-commerce in South Africa and is hurting the economy as a whole.<\/p>\n

\u201cWe have now fallen behind Kenya and Nigeria in Internet connections and it\u2019s just going south, not a great position,\u201d said Bekker.<\/p>\n
