{"id":276871,"date":"2018-10-11T13:21:02","date_gmt":"2018-10-11T11:21:02","guid":{"rendered":"https:\/\/businesstech.co.za\/news\/?p=276871"},"modified":"2018-10-11T13:21:02","modified_gmt":"2018-10-11T11:21:02","slug":"government-is-dropping-set-top-box-procurement-after-spending-an-estimated-r10-billion","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/technology\/276871\/government-is-dropping-set-top-box-procurement-after-spending-an-estimated-r10-billion\/","title":{"rendered":"Government is dropping set-top box procurement &#8211; after spending an estimated R10 billion"},"content":{"rendered":"<p>Government has announced that it will stop the procurement of set-top boxes as part of its Broadcast Digital Migration Project.<\/p>\n<p>This was confirmed in a cabinet meeting on Wednesday (10 October), it said in a <strong><a href=\"https:\/\/www.gov.za\/speeches\/statement-cabinet-meeting-10-october-2018-11-oct-2018-0000\" target=\"_blank\" rel=\"noopener\">statement<\/a><\/strong>.<\/p>\n<p>&#8220;Cabinet approved a revised delivery model on implementation of the Broadcast Digital Migration Project,&#8221; it said.<\/p>\n<p>&#8220;The model adopts a market\/retail-driven approach through collaboration and partnerships with the private sector and industry. With this approach, government will no longer be involved in the procurement of set-top-boxes, warehousing, transportation and installation of devices.&#8221;<\/p>\n<p>It added that this will provide South Africa with &#8216;headway&#8217; towards the completion of the project in a manner that is inclusive, affordable and efficient, and that reduces risk to government.<\/p>\n<p>This will also push digital viewership migration to the 85% threshold and beyond &#8211; towards switching off all analogue broadcasts, it said.<\/p>\n<p>Communications minister and cabinet spokesperson Nomvula Mokonyane confirmed the change in an interview with <strong><a href=\"https:\/\/www.timeslive.co.za\/news\/south-africa\/2018-10-11-r10bn-later-government-drops-set-top-boxes-in-latest-digital-migration-flip-flop\/\" target=\"_blank\" rel=\"noopener\">TimesLive<\/a><\/strong>.<\/p>\n<p>&#8220;Three things have come out of the assessment: that it&#8217;s not sustainable for government to be the one that procures and stores\u2026 with the development and advancement of technology\u201a some of the interventions that were considered have come to be obsolete and hence you need a hybrid of intervention.<\/p>\n<p>&#8220;Those that are supposed to be cushioned by government are still going to benefit\u201a but not just benefit through a set-top box.
