{"id":277819,"date":"2018-10-17T09:04:43","date_gmt":"2018-10-17T07:04:43","guid":{"rendered":"https:\/\/businesstech.co.za\/news\/?p=277819"},"modified":"2018-10-17T09:04:43","modified_gmt":"2018-10-17T07:04:43","slug":"europe-wants-to-crack-down-on-second-passport-schemes-popular-among-rich-south-africans","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/wealth\/277819\/europe-wants-to-crack-down-on-second-passport-schemes-popular-among-rich-south-africans\/","title":{"rendered":"Europe wants to crack down on &#8216;second passport schemes&#8217; popular among rich South Africans"},"content":{"rendered":"<p>Europe\u2019s security is being put at risk by golden passport schemes that have allowed states to sell citizenship or residency to potentially &#8216;dangerous&#8217; individuals.<\/p>\n<p>This is according to EU justice commissioner, V\u011bra Jourov\u00e1, who has described the passports\u00a0as &#8216;problematic&#8217; and &#8216;unfair&#8217; according to a report by <strong><a href=\"https:\/\/www.theguardian.com\/world\/2018\/oct\/16\/golden-passports-threaten-european-security-warns-eu-commissioner\" target=\"_blank\" rel=\"noopener\">The Guardian<\/a><\/strong>.<\/p>\n<p>The so-called golden passport or c<span class=\"title-label\">itizenship by investment schemes, <\/span>may be used by wealthy foreign investors to buy citizenship, or long-term residency rights, in a country.<\/p>\n<p>Jourov\u00e1 is due to issue a report recommending much tighter controls on the schemes by the end of the year.<\/p>\n<p>The commissioner said her report would insist on genuine links between a passport buyer and the country whose citizenship they were applying for.<\/p>\n<p>&#8216;Golden passports&#8217; have become popular among affluent South Africans looking for a second citizenship in recent months, according to visa experts.<\/p>\n<p>Malta, Cyprus and Portugal are some of the more preferred destinations, along with &#8216;cheaper&#8217; Caribbean countries, <a href=\"https:\/\/businesstech.co.za\/news\/wealth\/269531\/more-south-africans-are-looking-at-these-5-caribbean-countries-for-cheaper-passports\/\" target=\"_blank\" rel=\"noopener\">according<\/a> to Nadia Read-Thaele, director of LIO Global, World Residence and Citizenship.<\/p>\n<p><strong>Blacklist<\/strong><\/p>\n<p>Jourov\u00e1 comments come after the OECD published a <strong><a href=\"http:\/\/www.oecd.org\/tax\/automatic-exchange\/crs-implementation-and-assistance\/residence-citizenship-by-investment\/\" target=\"_blank\" rel=\"noopener\">blacklist<\/a> <\/strong>of 21 nations\u00a0operating passport schemes that are deemed to pose a high risk of tax evasion.<\/p>\n<p>According to the OECD, Malta and Cyprus &#8211; two of the most popular golden passport\u00a0options &#8211; have\u00a0already sold citizenship to hundreds of individuals from Russia, China and the Middle East.<\/p>\n<p>Jourov\u00e1 said the passports showed that making money was being put before security.<\/p>\n<p>&#8220;I understand that citizenship schemes are favourable for the economy. But this is unfair for the people who cannot afford to buy citizenship. And citizenship is something so, so big and so valuable that citizenship for sale seems for me rather problematic,&#8221; she said.<\/p>\n<p>\u201cWe have legitimate concerns, because if in one country a dangerous person gets citizenship, he gets citizenship for the whole of Europe. Maybe we all have to renegotiate the whole system and the whole competence of Europe.
