which take retroactive effect from 1 July 2018 &#8211; are based on a strategic framework for remuneration of senior managers across all municipalities, the document states.<\/p>\n<p>It added that the framework takes into account &#8216;core reward principles&#8217; and is aimed at ensuring that the remuneration of senior managers is &#8216;cost-effective, consistent, internally balanced (equitable) and externally competitive&#8217;.<\/p>\n<p>Based on this, the framework allocates points to municipalities based on the total municipal income, total population sizes, and equitable share of individual municipalities.<\/p>\n<p>The total number of points allocated to a municipality are then categorised on a scale from one to ten, which determines remuneration levels.<\/p>\n<p>This is further split across a &#8216;minimum&#8217;, &#8216;midpoint&#8217; and &#8216;maximum&#8217; level based on the background, tenure and capabilities of individual managers (among other factors).<\/p>\n<p>The upper limits of the annual total remuneration packages payable to municipal managers are as follows:<\/p>\n<p><a  data-lightbox=\"post-image\" href=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2018\/11\/Managers.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\" wp-image-282916 aligncenter\" src=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2018\/11\/Managers.jpg\" alt=\"\" width=\"749\" height=\"312\" srcset=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2018\/11\/Managers.jpg 1034w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2018\/11\/Managers-300x125.jpg 300w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2018\/11\/Managers-768x320.jpg 768w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2018\/11\/Managers-1024x427.jpg 1024w\" sizes=\"auto, (max-width: 749px) 100vw, 749px\" \/><\/a><\/p>\n<p>While the remuneration amounts are based on a wide number of factors, the new limits show that it is possible for municipal managers to effectively earn more than South African President Cyril Ramaphosa.<\/p>\n<p>President Cyril Ramaphosa is\u00a0<strong><a href=\"https:\/\/businesstech.co.za\/news\/government\/227233\/this-is-how-much-ramaphosa-could-earn-as-president-in-2018-and-beyond\/\">expected to earn a salary of R3.6 million in 2018<\/a><\/strong>\u00a0\u2013 easily making him one of the best-paid leaders in the world.<\/p>\n<p>However, it should also be noted that Ramaphosa will <strong><a href=\"https:\/\/ewn.co.za\/2018\/05\/23\/ramaphosa-to-donate-half-of-salary-to-new-fund\" target=\"_blank\" rel=\"noopener\">donate<\/a> <\/strong>half of this salary to a new fund\u00a0that will be managed by the Nelson Mandela Foundation.<\/p>\n<p><strong>Top-level managers<\/strong><\/p>\n<p>The Gazette also sets out the upper remuneration limits for top-level managers who report to municipal managers.<\/p>\n<p>The upper limits of the annual total remuneration packages payable to managers directly accountable to municipal managers are as follows:<\/p>\n<p><a  data-lightbox=\"post-image\" href=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2018\/11\/Managers-3.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-282920\" src=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2018\/11\/Managers-3.jpg\" alt=\"\" width=\"750\" height=\"315\" srcset=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2018\/11\/Managers-3.jpg 863w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2018\/11\/Managers-3-300x126.jpg 300w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2018\/11\/Managers-3-768x322.jpg 768w\" sizes=\"auto, (max-width: 750px) 100vw, 750px\" \/><\/a><\/p>\n<p><strong>Disappointing\u00a0figures<\/strong><\/p>\n<p>The South African Municipal Workers\u2019 Union (SAMWU) said it was &#8216;disappointed&#8217; about the new upper limits.<\/p>\n<p>&#8220;As Gazetted on the 8 November 2018, city managers are set to receive an annual salary of R3.9 million while those reporting directly to municipal managers will be receiving over R3 million annually,&#8221; it said.<\/p>\n<p>&#8220;These increases happen when municipal workers are heavily underpaid, when municipal workers demand a fairer salary increment they are told that their demands are simply unaffordable whereas those sitting in air-conditioned offices are swimming in pools of money, those who are subjected to rain, wind and sun daily are given peanuts.&#8221;<\/p>\n<p>It added that these increases were\u00a0Gazetted in the same week\u00a0that\u00a0Extended Public Works Programme (EPWP)\u00a0workers\u2019 salaries were increased by a mere R4.31 per day.<\/p>\n<p>&#8220;It does not make sense how a Municipal Manager can be remunerated 180 times more than the least paid employee in the sector. These are the people who are responsible for the real business of service delivery,&#8221; it said.<\/p>\n<p>&#8220;It is for this reason that SAMWU will be intensifying its campaign for the absorption of all EPWP workers by municipalities on a permanent basis.
