{"id":298384,"date":"2019-02-10T07:23:24","date_gmt":"2019-02-10T05:23:24","guid":{"rendered":"https:\/\/businesstech.co.za\/news\/?p=298384"},"modified":"2019-02-10T07:23:24","modified_gmt":"2019-02-10T05:23:24","slug":"ramaphosa-advised-to-cut-10-ministers-in-big-cabinet-reshuffle-report","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/government\/298384\/ramaphosa-advised-to-cut-10-ministers-in-big-cabinet-reshuffle-report\/","title":{"rendered":"Ramaphosa advised to cut 10 ministers in big cabinet reshuffle: report"},"content":{"rendered":"<p>President Cyril Ramaphosa is currently considering a new proposal which could see his executive reduced dramatically, from 72 to 40 members.<\/p>\n<p>According to a report by the <strong><a href=\"https:\/\/www.timeslive.co.za\/sunday-times\/news\/2019-02-10-slash-bloated-cabinet-drop-deputies\/\" target=\"_blank\" rel=\"noopener\">Sunday Times<\/a><\/strong>, as many as 10 ministerial positions could get the axe &#8211; with the new executive made up of only 25 ministers and 15 deputy ministers.<\/p>\n<p>A source close to the presidency said that deputy ministers will likely be the hardest hit, with\u00a0Ramaphosa reportedly having decided that there should be no deputy ministers in non-essential departments.<\/p>\n<p>A second source said that Ramaphosa is also likely to\u00a0merge a number of departments to cut down on expenditure, as part of a drive to save money.<\/p>\n<p>Presidential spokesperson,\u00a0Khusela Diko, told the Sunday paper that while the plan has not yet been finalised, it is likely to come after the national elections on 8 May.<\/p>\n<p>Ramaphosa&#8217;s first cabinet reshuffle came in February last year, only 11 days after he was elected as president of the country. His predecessor, Jacob Zuma, made 11.<\/p>\n<p>Ramaphosa said at the time that government would retain its existing ministries and departments until a review was made at a later date.<\/p>\n<p>The president made a number of significant changes, notably the announcement of David Mabuza as deputy-president, the reshuffling of Malusi Gigaba as finance minister, and the re-introduction of Pravin Gordhan into cabinet.<\/p>\n<p>Nhlanhla Nene was re-appointed as finance minister, marking a dramatic comeback after being sacked by former president Jacob Zuma in 2015.<\/p>\n<p><strong>Bloated cabinet<\/strong><\/p>\n<p>South Africa&#8217;s cabinet is currently one of the largest in the world.<\/p>\n<p>The\u00a0US currently has the equivalent of 15 ministers, Kenya the equivalent of 18 ministers and the United Kingdom the equivalent of\u00a0 21 ministers.<\/p>\n<p>As a result, the size of the executive has been a major sticking point\u00a0for opposition parties.<\/p>\n<p>Notably, the cabinet ballooned from around 50 members under Nelson Mandela and Thabo Mbeki, to 72 members under Zuma.<\/p>\n<div class=\"bt_table\">\n<div class=\"table-responsive\"><table class=\"table\" href=\"https:\/\/businesstech.co.za\/news\/government\/245807\/heres-how-much-is-spent-on-cabinets-salaries-cars-and-houses-da\/\" target=\"_blank\" rel=\"noopener\">found<\/a> <\/strong>that this increase meant that South Africa&#8217;s 35 ministers and 37 deputy ministers would earn\u00a0<strong>R163.5 million<\/strong>\u00a0and over R510.5 million over the medium-term.<\/p>\n<p>In addition to salaries, the DA said that the current cabinet had overspent on housing and vehicles.<\/p>\n<p>\u201cThe Department of Public Works has a specific division called the \u2018Prestige Portfolio\u2019 that manages the accommodation for the Presidency, ministers, deputy ministers and other VIPs,\u201d it said.<\/p>\n<p>\u201cThe Department spent over R188 million on acquiring just 33 properties in Pretoria and Cape Town at a staggering average of R5.7 million per residence.&#8221;<\/p>\n<p>Public sector wage bills are one of the largest drains on the national budget, accounting for <strong><a href=\"https:\/\/businesstech.co.za\/news\/government\/235879\/governments-insane-wage-bill\/\">nearly R550 billion<\/a><\/strong> \u2013 almost a third of the government\u2019s total spend.<\/p>\n<p>This is the equivalent of 14% of South Africa\u2019s GDP.<\/p>\n<hr \/>\n<p><strong>Read:\u00a0<a
