drops e-tv appeal"},"content":{"rendered":"<p>Minister of Communications, <a title=\"Dina Pule\" href=\"http:\/\/businesstech.co.za\/forum\/showthread.php\/2128-Dina-Pule\">Dina Pule<\/a>, announced at the Digital Broadcasting Switchover Forum today (11 February 2013) that her Department would drop the appeal against a recent South Gauteng High Court decision.<\/p>\n<p><a title=\"E-tv\" href=\"http:\/\/businesstech.co.za\/forum\/showthread.php\/6807-e-tv\">E-tv<\/a> took court action against Pule for giving the task of administering South Africa\u2019s set-top box (STB) control mechanism to state-owned signal distributor, <a title=\"Sentech\" href=\"http:\/\/businesstech.co.za\/forum\/showthread.php\/2592-Sentech\">Sentech<\/a>.<\/p>\n<p>The court sided with e-tv, saying that free-to-air such as the <a title=\"SABC\" href=\"http:\/\/businesstech.co.za\/forum\/showthread.php\/5190-South-African-Broadcasting-Corporation-%28SABC%29\">SABC<\/a> and e-tv itself should have control over the conditional access system.<\/p>\n<p>Among other things, STB control is meant to prevent the use of decoder-like boxes (also known as STBs) that are subsidised by the state outside South Africa.<\/p>\n<p>These STBs will be needed to receive the new digital terrestrial television (<a title=\"DTT\" href=\"http:\/\/businesstech.co.za\/forum\/showthread.php\/2615-DTT-Digital-Terrestrial-Television\">DTT<\/a>) signal that is set to replace South Africa\u2019s ageing analogue broadcasting standard.<\/p>\n<div id=\"attachment_61476\" style=\"width: 610px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-61476\" height=\"400\" \/><p id=\"caption-attachment-61476\" class=\"wp-caption-text\">Dina Pule and DTT<\/p><\/div>\n<p>\u201cWe are committed to finding a solution that will ensure that we fast-track the process of rolling out DTT,\u201d Pule said.<\/p>\n<p>Pule said that towards this end, she instructed the <a title=\"Department of Communications\" href=\"http:\/\/businesstech.co.za\/forum\/showthread.php\/2129-DoC-Department-of-Communications\">Department of Communications<\/a> to withdraw their appeal against the South Gauteng High Court decision.<\/p>\n<p>\u201cWe have taken this decision to illustrate our goodwill in the discussions we are having with our broadcasting partners,\u201d said Pule.<\/p>\n<h3 class=\"my-4\">More digital
