In my lingo, that is tantamount to privatisation, albeit in stealth mode,\u201d said Cristian Maggio, the head of emerging-market strategy at TD Securities in London.<\/p>\n<p>\u201cPersonally, I don\u2019t think it\u2019s going to happen unless the government accepts that privatisation is needed. It would be a very welcome development, but it ain\u2019t gonna happen.\u201d<\/p>\n<p><a  data-lightbox=\"post-image\" href=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2019\/07\/Rand-graph.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-328705 aligncenter\" src=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2019\/07\/Rand-graph.jpg\" alt=\"\" width=\"814\" height=\"457\" srcset=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2019\/07\/Rand-graph.jpg 814w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2019\/07\/Rand-graph-300x168.jpg 300w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2019\/07\/Rand-graph-768x431.jpg 768w\" sizes=\"auto, (max-width: 814px) 100vw, 814px\" \/><\/a><\/p>\n<p>A plan for the struggling utility would be a relief for government bonds and the rand, which have been weighed down by concerns over the impact of bailouts on the nation\u2019s finances.<\/p>\n<p>The potential proposal coincides with a rally in emerging markets, which advanced on bets the U.S. will cut borrowing costs this month for the first time in more than 10 years.<\/p>\n<p>The rand added 0.9% as of 14h29 in Johannesburg to R13.86 per dollar.
