{"id":350133,"date":"2019-10-31T09:32:45","date_gmt":"2019-10-31T07:32:45","guid":{"rendered":"https:\/\/businesstech.co.za\/news\/?p=350133"},"modified":"2019-10-31T09:32:45","modified_gmt":"2019-10-31T07:32:45","slug":"this-graph-shows-where-every-r1000-spent-by-the-south-african-government-is-going","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/government\/350133\/this-graph-shows-where-every-r1000-spent-by-the-south-african-government-is-going\/","title":{"rendered":"This graph shows where every R1,000 spent by the South African government is going"},"content":{"rendered":"<p>Finance minister Tito Mboweni has <strong><a href=\"http:\/\/www.treasury.gov.za\/documents\/mtbps\/2019\/mtbps\/FullMTBPS.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">released<\/a> <\/strong>his medium-term budget policy statement (MTBPS), showing South Africa&#8217;s debt problem.<\/p>\n<p>The MTBPS shows that despite large fiscal deficits over the past decade, in which South Africa\u2019s debt-to-GDP ratio has risen sharply, economic growth has not rebounded.<\/p>\n<p>&#8220;These deficits, which had provided some short-term support to the economy, are increasingly harmful to economic growth, leading to rising interest rates and uncertainty,&#8221; it said.<\/p>\n<p>&#8220;As debt has mounted, a growing share of\u00a0 limited public resources has been absorbed by interest payments, which increasingly crowd out spending on social and economic investment.&#8221;<\/p>\n<p>The below graph shows the breakdown of every R1,000 spent by economic classification in 2019\/20 at the consolidated national and provincial government level.<\/p>\n<p><a  data-lightbox=\"post-image\" href=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2019\/10\/Spending.png\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-350135 aligncenter\" src=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2019\/10\/Spending.png\" alt=\"\" width=\"912\" height=\"438\" srcset=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2019\/10\/Spending.png 912w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2019\/10\/Spending-300x144.png 300w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2019\/10\/Spending-768x369.png 768w\" sizes=\"auto, (max-width: 912px) 100vw, 912px\" \/><\/a><\/p>\n<p><strong>Limited options<\/strong><\/p>\n<p>The MTBPS adds that the options to stabilise the fiscus are becoming increasingly limited.<\/p>\n<p>&#8220;Government\u2019s economic reform agenda will boost confidence and investment.<\/p>\n<p>&#8220;However, these reforms are only expected to begin yielding results over the next several years, implying continued weakness in revenue collection over the period ahead,&#8221;
