{"id":355689,"date":"2019-11-20T13:52:38","date_gmt":"2019-11-20T11:52:38","guid":{"rendered":"https:\/\/businesstech.co.za\/news\/?p=355689"},"modified":"2019-11-20T13:52:38","modified_gmt":"2019-11-20T11:52:38","slug":"government-shows-blatant-disregard-for-finance-laws-as-irregular-spend-swells-to-alarming-new-levels","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/government\/355689\/government-shows-blatant-disregard-for-finance-laws-as-irregular-spend-swells-to-alarming-new-levels\/","title":{"rendered":"Government shows blatant disregard for finance laws as irregular spend swells to alarming new levels"},"content":{"rendered":"<p>Auditor-general Kimi Makwetu has released the 2018-19 national and provincial government audit outcomes, showing that the country has made disappointingly little progress in stemming irregular expenditure &#8211; and in some cases has even regressed.<\/p>\n<p>Presenting his findings in a media briefing on Wednesday (20 November), Makwetu said political leaders, accounting officers and authorities, as well as oversight structures must take immediate action to restore government\u2019s accountability to the people of South Africa.<\/p>\n<p>&#8220;This could be done by acting on the outcomes of the recent audits, dealing effectively with material irregularities that have been identified, and implementing preventative controls to turn the tide of undesirable stewardship over public funds,&#8221; he said.<\/p>\n<p>Among its key findings, Makwetu\u2019s report shows that fruitless and wasteful expenditure continued to rise, with 223 auditees losing R849 million in the current year.<\/p>\n<p>Over the five-year period, R4.16 billion of government expenditure was fruitless and wasteful. He added that irregular expenditure increased to R62.6 billion from the R51 billion reported last year.<\/p>\n<p>Makwetu said that there was a severe lack of accountability, and no real drive from officials to implement reform recommendations &#8211; which, in some cases, were simply ignored.<\/p>\n<p>&#8220;We experienced that accounting officers and authorities have been slow in implementing our recommendations &#8211; and in certain instances even blatantly disregarded these.<\/p>\n<p>&#8220;Our recommendations did not require more than what they were legally obligated to do by the Public Finance Management Act,&#8221; he said.<\/p>\n<p>&#8220;The accountability mechanisms were not working as they should, resulting in continued calls for more to be done \u2013 particularly by us as the Auditor-General of South Africa.&#8221;<\/p>\n<p>The graphic below shows a picture of audit outcomes across national and provincial government:<\/p>\n<p><a  data-lightbox=\"post-image\" href=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2019\/11\/Audit.png\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-355693 aligncenter\" src=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2019\/11\/Audit.png\" alt=\"\" width=\"1014\" height=\"770\" srcset=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2019\/11\/Audit.png 1014w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2019\/11\/Audit-300x228.png 300w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2019\/11\/Audit-768x583.png 768w\" sizes=\"auto, (max-width: 1014px) 100vw, 1014px\" \/><\/a><\/p>\n<p>Other major findings from the report show that:<\/p>\n<ul>\n<li>Overall, the audit outcomes regressed since 2014-15 with only 80 auditees improving and 91 regressing. Only 100 (26%) of the auditees managed to produce quality financial statements and performance reports and to comply with key legislation, thereby receiving a clean audit. In 2014-15, 106 auditees had clean audits;<\/li>\n<\/ul>\n<ul>\n<li>There were serious weaknesses in the financial management of national and provincial government that had not been addressed over the past five years;<\/li>\n<\/ul>\n<ul>\n<li>The financial health of auditees continued to deteriorate \u2013 with departments in particular struggling to balance their finances;<\/li>\n<\/ul>\n<ul>\n<li>Unauthorised expenditure remained high at R1,365 billion;<\/li>\n<\/ul>\n<ul>\n<li>There was an emerging risk of increased litigation and claims against departments.
