{"id":362586,"date":"2019-12-17T15:43:42","date_gmt":"2019-12-17T13:43:42","guid":{"rendered":"https:\/\/businesstech.co.za\/news\/?p=362586"},"modified":"2019-12-17T15:43:42","modified_gmt":"2019-12-17T13:43:42","slug":"3-new-bills-approved-for-public-comment-including-the-controversial-land-expropriation-bill","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/trending\/362586\/3-new-bills-approved-for-public-comment-including-the-controversial-land-expropriation-bill\/","title":{"rendered":"3 new bills approved for public comment &#8211; including the controversial land expropriation bill"},"content":{"rendered":"<p>Cabinet has approved the publication of the<strong> Municipal Fiscal Powers and Functions Amendment Bill<\/strong> for public comment, says Minister in the Presidency Jackson Mthembu.<\/p>\n<p>The Bill amends the Municipal Fiscal Powers and Functions Act, 2007 (Act 12 of 2007), the Minister told reporters during a Post-Cabinet briefing on Tuesday.<\/p>\n<p>\u201cIt regulates the powers of municipalities to levy development charges in respect of land development applications submitted to the municipality,\u201d he said at the briefing held at the Government Communication and Information System (GCIS) head office in Pretoria.<\/p>\n<p>According to the bill, development charges are one of the instruments that municipalities can use to finance the development of municipal infrastructure.<\/p>\n<p>\u201cThis enables municipalities to execute their role of providing well-maintained and functioning infrastructure services to unlock economic growth,\u201d he said.<\/p>\n<hr \/>\n<p><strong>Expropriation Bill<\/strong><\/p>\n<p>The Expropriation Bill was another legislative piece that was on Friday approved for comment by Cabinet.<\/p>\n<p>Mthembu said the Bill has been enhanced by inputs from the extensive consultation with the public and from different formations.<\/p>\n<p>\u201cOnce passed into law, the Bill will provide uniform procedures to be followed when effecting the expropriation. It provides a legal framework for government departments and other organs of state in the three spheres of government to apply uniform land and other infrastructure expropriation procedures,\u201d he said.<\/p>\n<p>The bill will see the amendment of Section 25 of the South African Constitution.<\/p>\n<hr \/>\n<p><strong>Auditing Profession Amendment Bill<\/strong><\/p>\n<p>Meanwhile, Cabinet has also approved the submission to Parliament of the Auditing Profession Amendment Bill.
