{"id":371334,"date":"2020-02-05T13:44:49","date_gmt":"2020-02-05T11:44:49","guid":{"rendered":"https:\/\/businesstech.co.za\/news\/?p=371334"},"modified":"2020-02-05T13:44:49","modified_gmt":"2020-02-05T11:44:49","slug":"south-african-pensions-to-bail-out-eskom-ministers-should-offer-their-own-first-says-da","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/government\/371334\/south-african-pensions-to-bail-out-eskom-ministers-should-offer-their-own-first-says-da\/","title":{"rendered":"South African pensions to bail out Eskom &#8211; ministers should offer their own first says DA"},"content":{"rendered":"<p>The Democratic Alliance says that a proposal by trade federation, the Congress of South African Trade Unions (Cosatu) to use workers\u2019 pension funds to bail out state power utility, Eskom, should be rejected &#8216;unequivocally&#8217;.<\/p>\n<p>Cosatu met with government, business, community and labour leaders on Monday (3 February) to present its plan to rescue debt-stricken Eskom.<\/p>\n<p>The union wants the PIC, the Development Bank of Southern Africa (DBSA) and the Industrial Development Corporation (IDC) to invest in a special purpose vehicle that would accommodate as much R250 billion rand of Eskom\u2019s R450 billion debt.<\/p>\n<p>The presentation was largely welcomed by the business sector, Bloomberg reported. And <strong><a href=\"https:\/\/www.reuters.com\/article\/safrica-eskom\/update-1-south-africas-ramaphosa-amenable-to-eskom-debt-proposal-idUSL8N2A52MM\" target=\"_blank\" rel=\"noopener noreferrer\">Reuters<\/a><\/strong> reported that president Cyril Ramaphosa is \u201cfavourably disposed\u201d to Cosatu&#8217;s proposals, citing his spokeswoman.<\/p>\n<p>Ramaphosa agreed with government\u2019s social partners on Monday that any steps taken on Eskom\u2019s debt should not undermine the investment mandates or fiduciary duties of the PIC or other affected institutions, his spokeswoman Khusela Diko said.<\/p>\n<p>The president said, \u201cthere needed to be a broader discussion around how financial institutions invest their money, since a relatively small portion of their funds were being directed to developmental projects,\u201d according to Diko.<\/p>\n<p>Minister of Public Enterprises Pravin Gordhan also <strong><a href=\"https:\/\/www.moneyweb.co.za\/news\/gordhan-signals-pension-pot-offer-for-eskom-will-be-considered\/\" target=\"_blank\" rel=\"noopener noreferrer\">reportedly<\/a> <\/strong>indicated that Cosatu\u2019s proposal has legs for further discussion.<\/p>\n<p>\u201cTrade union federation Cosatu has come up with its own innovation to protect jobs within the Eskom environment,\u201d Gordhan said at a lunch hosted by law firm ENSafrica in Cape Town on Tuesday. \u201cThat is 16,000 people.\u201d<\/p>\n<p>The DA was quick to respond to the minister&#8217;s remarks. &#8220;Minister Pravin Gordhan has confirmed that he supports using pensioners\u2019 savings, managed by the Public Investment Corporation (PIC), to bail out Eskom,&#8221; said Geordin Hill Lewis, DA shadow minister of finance.<\/p>\n<p>&#8220;This is a deeply irresponsible policy proposal that should be resisted by government employees and pensioners alike.&#8221;<\/p>\n<p>&#8220;We call on the Government Employees Pension Fund (GEPF), which gives an investment mandate to the PIC on behalf of pensioners, to reject this proposal unequivocally, Hill Lewis said.<\/p>\n<p>Their highest responsibility is to their members, the millions of hard-working South Africans that contribute to that fund every month, he said.<\/p>\n<p>&#8220;They have no responsibility to the ANC, and no responsibility for bailing out failed state companies.&#8221;<\/p>\n<p>The political party called on the GEPF and PIC to appear before the Standing Committee on Finance in Parliament as soon as possible to make their position clear on this proposal.<\/p>\n<p>The DA said it has also written to the committee chairperson to request such a meeting be called as soon as possible.<\/p>\n<p>&#8220;It is easy to use other people\u2019s money to solve his problems.
