{"id":373178,"date":"2020-02-12T06:59:25","date_gmt":"2020-02-12T04:59:25","guid":{"rendered":"https:\/\/businesstech.co.za\/news\/?p=373178"},"modified":"2020-02-12T07:09:56","modified_gmt":"2020-02-12T05:09:56","slug":"this-is-ramaphosas-south-africa-report-card-after-two-years","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/government\/373178\/this-is-ramaphosas-south-africa-report-card-after-two-years\/","title":{"rendered":"This is Ramaphosa\u2019s South Africa report card after two years"},"content":{"rendered":"<p>Cyril Ramaphosa came to power two years ago pledging a new dawn of reforms, economic growth and jobs.<\/p>\n<p>The South African president will deliver his fourth state-of-the-nation address on Thursday with a mixed bag of results since taking the helm.<\/p>\n<p>Here is a recap of his successes and failures:<\/p>\n<p><a  data-lightbox=\"post-image\" href=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2020\/02\/Contraction.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-373180 aligncenter\" src=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2020\/02\/Contraction.jpg\" alt=\"\" width=\"814\" height=\"476\" srcset=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2020\/02\/Contraction.jpg 814w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2020\/02\/Contraction-300x175.jpg 300w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2020\/02\/Contraction-768x449.jpg 768w\" sizes=\"auto, (max-width: 814px) 100vw, 814px\" \/><\/a><\/p>\n<p>In his first speech, Ramaphosa conceded that the economy was not expanding fast enough to reduce poverty. While he didn\u2019t set explicit growth targets, his 2017 campaign to take over the leadership of the ruling African National Congress centred on economic recovery.<\/p>\n<p>&#8220;The need for a social compact in South Africa, where all stakeholders concede to enduring some of the short-term pain has never been more urgent,\u201d said Sanisha Packirisamy, an economist at Momentum Investments.<\/p>\n<p>The president\u2019s efforts to bolster growth and undo almost a decade of hollowing out of state institutions that happened under his predecessor Jacob Zuma are being hampered by internal battles in the ANC and powerful labour unions who are opposed to cuts in government spending and state jobs.<\/p>\n<p><strong>Jobs<\/strong><\/p>\n<p><a  data-lightbox=\"post-image\" href=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2020\/02\/High.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-373182 aligncenter\" src=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2020\/02\/High.jpg\" alt=\"\" width=\"814\" height=\"476\" srcset=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2020\/02\/High.jpg 814w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2020\/02\/High-300x175.jpg 300w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2020\/02\/High-768x449.jpg 768w\" sizes=\"auto, (max-width: 814px) 100vw, 814px\" \/><\/a><\/p>\n<p>South Africa\u2019s unemployment rate increased since Ramaphosa took power.<\/p>\n<p>It\u2019s at an 11-year high and could climb even further after companies including Telkom and Walmart local unit Massmart announced thousands of potential job cuts in the first three weeks of 2020.<\/p>\n<p>Ramaphosa has made good on commitments to put youth at the centre of his agenda with the launch of the Yes4Youth initiative, which seeks to create one million job opportunities for young people, as well as a jobs summit that aimed to create 275,000 positions a year.<\/p>\n<p>However, the results haven\u2019t been forthcoming.<\/p>\n<p>One of the labour-market successes he could count, is the introduction of a national minimum wage, although the work on that was finalized when he was still deputy president.<\/p>\n<p>Furthermore, the Labour Relations Act was changed to make it illegal to embark on a strike action before conducting a secret ballot of members, a step employers have long called for.<\/p>\n<p><strong>Investments<\/strong><\/p>\n<p><a  data-lightbox=\"post-image\" href=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2020\/02\/Investments.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-373184 aligncenter\" src=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2020\/02\/Investments.jpg\" alt=\"\" width=\"814\" height=\"471\" srcset=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2020\/02\/Investments.jpg 814w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2020\/02\/Investments-300x174.jpg 300w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2020\/02\/Investments-768x444.jpg 768w\" sizes=\"auto, (max-width: 814px) 100vw, 814px\" \/><\/a><\/p>\n<p>Ramaphosa launched \u201ca major push to encourage significant new investment\u201d with the start of an investment summit in 2018.<\/p>\n<p>He has since hosted two such events and his plan to raise $100 billion in five years has already reached almost 50% of its target, according to his administration.<\/p>\n<p>Not all of the money pledged by companies including Sappi Ltd., BMW AG and Ford Motor Co. is new and some of it will come from state institutions such as the Industrial Development Corp.<\/p>\n<p><a  data-lightbox=\"post-image\" href=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2020\/02\/Administration.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-373186 aligncenter\" src=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2020\/02\/Administration.jpg\" alt=\"\" width=\"814\" height=\"610\" srcset=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2020\/02\/Administration.jpg 814w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2020\/02\/Administration-300x225.jpg 300w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2020\/02\/Administration-768x576.jpg 768w\" sizes=\"auto, (max-width: 814px) 100vw, 814px\" \/><\/a><\/p>\n<p>While Ramaphosa kept his promise to address governance issues at state-owned companies, most notably with the appointment of Andre de Ruyter as permanent chief executive officer of Eskom, the financial crises at many of the firms continue.<\/p>\n<p>Plans to split Eskom into three separate units and reorganize its 454-billion rand ($31-billion) debt pile are yet to be finalized.<\/p>\n<p>The power utility is seen as the biggest threat to South Africa\u2019s economy because it doesn\u2019t generate enough cash to service its debt and is surviving on government bailouts.<\/p>\n<p>The growing debt burden poses a threat to state finances, with guarantees for the utility that stood at R350 billion a year ago.<\/p>\n<p>A turnaround plan for loss-making South African Airways, which includes the scrapping of some routes, faces opposition from government and labour unions. The carrier was placed into a local form of bankruptcy protection in December.<\/p>\n<p><strong>Policies<\/strong><\/p>\n<p>The November 2018 announcement of the new Automotive Production and Development Plan that will take effect next year fulfilled some of the president\u2019s pledges to boost investment in key manufacturing sectors.<\/p>\n<p>The automotive industry is the largest component of South Africa\u2019s manufacturing sector. It accounts for 14% of the country\u2019s exports and employs more than 100,000 skilled workers.<\/p>\n<p>The same can\u2019t be said for the Mineral and Petroleum Resources Development Bill, which Ramaphosa said two years ago would be \u201creasonably finalized\u201d in the first quarter of 2018.<\/p>\n<p>It is yet to be signed into law and the window for public comments on potential changes closed last month.<\/p>\n<p><strong>Justice<\/strong><\/p>\n<p>The commission of inquiry into state capture has been running since August 2018 to uncover the extent of corruption and Ramaphosa appointed Shamila Batohi as National Director of Public Prosecutions in December 2018.<\/p>\n<p>However, while the president said that people found to have stolen public funds under the previous administration should be prosecuted, former State Security Minister Bongani Bongo is the only high-profile person who has been arrested.<\/p>\n<p><strong>Taxes<\/strong><\/p>\n<p>Ramaphosa\u2019s effort to rebuild the South African Revenue Service continue after he dismissed Tom Moyane as head of the agency based on the recommendation of a judicial inquiry into governance at the institution.<\/p>\n<p>Edward Kieswetter, who took over as commissioner in April, has started a revenue-recovery project and is implementing the recommendations of the inquiry.<\/p>\n<p>\u201cThe last 18- to 24-month period has been one where the administration has built a more solid foundation through putting good people into the right places at the South African Revenue Service, the National Prosecuting Authority,\u201d said Jeffrey Schultz, a senior economist at BNP Paribas South Africa. \u201cIt\u2019s time to move on some of those policy issues.\u201d<\/p>\n<p><strong>What Bloomberg\u2019s Economist Says<\/strong><\/p>\n<p>\u201cSo far, pronouncements on \u2018progress\u2019 have raised more questions than answers &#8212; creating more political uncertainty. Examples include the mining charter, spectrum allocation and private electricity generation.<\/p>\n<p>I am expecting more of the same.
