{"id":385707,"date":"2020-03-29T07:12:14","date_gmt":"2020-03-29T05:12:14","guid":{"rendered":"https:\/\/businesstech.co.za\/news\/?p=385707"},"modified":"2020-03-29T07:31:38","modified_gmt":"2020-03-29T05:31:38","slug":"south-africa-turn-to-imf-and-world-bank-for-coronavirus-aid","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/business\/385707\/south-africa-turn-to-imf-and-world-bank-for-coronavirus-aid\/","title":{"rendered":"South Africa turns to IMF and World Bank for coronavirus aid"},"content":{"rendered":"<p>Finance minister Tito Mboweni will use any funding that the International Monetary Fund (IMF) and World Bank make available to support countries through the coronavirus crisis.<\/p>\n<p>This comes after ratings agency Moody&#8217;s downgraded the country to junk status\u00a0at the start of its 21-day lockdown, making\u00a0it more expensive for the government to borrow on the market.<\/p>\n<p>\u201cThis morning in a conversation with the Reserve Bank and the Treasury I indicated that we should proceed and speak to the IMF and the World Bank about any facility that we can access for health purposes,\u201d Mboweni said in an interview with the <strong><a href=\"https:\/\/www.timeslive.co.za\/sunday-times\/\" target=\"_blank\" rel=\"noopener noreferrer\">Sunday Times<\/a><\/strong>.<\/p>\n<p>&#8220;We take no ideological position in approaching the IMF and World Bank. They are creating facilities for this environment and SA should also take advantage of those facilities in order to relieve pressure on the fiscus.&#8221;<\/p>\n<p>Mboweni added that he was not planning on making revisions to the budget at the moment. Instead, government will have to adjust and reprioritise, and see how to manoeuvre if borrowing costs increased, he said.<\/p>\n<p>Ratings firm Moody\u2019s has downgraded South Africa\u2019s credit rating to below investment grade, after three years being the only major firm to keep the country\u2019s head above water.<\/p>\n<p>Moody\u2019s downgraded South Africa\u2019s long term foreign and local currency debt ratings to \u2018Ba1\u2019 from \u2018Baa3\u2019 with a negative outlook.<\/p>\n<p>According to Moody\u2019s the downgrade comes as South Africa is beaten down by unreliable electricity supply, with persistently weak business environment and low levels of investment.<\/p>\n<p>The country also has a long-standing labour issue, and low levels of flexibility on policy.
