{"id":387315,"date":"2020-04-03T14:08:53","date_gmt":"2020-04-03T12:08:53","guid":{"rendered":"https:\/\/businesstech.co.za\/news\/?p=387315"},"modified":"2020-04-03T14:08:53","modified_gmt":"2020-04-03T12:08:53","slug":"south-africa-could-be-downgraded-further-economists-warn","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/business\/387315\/south-africa-could-be-downgraded-further-economists-warn\/","title":{"rendered":"South Africa could be downgraded further, economists warn"},"content":{"rendered":"<p>The decision by ratings agency Moody\u2019s to downgrade South Africa&#8217;s sovereign\u2019s credit rating to &#8216;junk&#8217; may be the start of further downgrades in the coming months, say Nedbank economists.<\/p>\n<p>&#8220;In our view, the risk that South Africa will be downgraded further down sub-investment grade remains, as domestic politics are still unlikely to create sufficient space for the sovereign to correct credit weakness and the full negative economic impact of Covid-19 is also uncertain,&#8221; the economists said in a research note published on Thursday (2 April).<\/p>\n<p>Nedbank said that the government\u2019s ability to mitigate the above risks is currently limited, as the fiscus is already under strong and widespread pressure, while monetary policy cannot address underlying structural economic issues.<\/p>\n<p>&#8220;The decision to downgrade the credit rating was in response to the government\u2019s constrained capacity to stimulate the economy in a period of low global and domestic growth, coupled with an unavoidable further rise in debt over the medium term at a pace faster than Moody\u2019s had expected,&#8221; it said.<\/p>\n<p><a  data-lightbox=\"post-image\" href=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2020\/04\/Ratings.png\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-387317 aligncenter\" src=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2020\/04\/Ratings.png\" alt=\"\" width=\"1139\" height=\"558\" srcset=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2020\/04\/Ratings.png 1139w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2020\/04\/Ratings-300x147.png 300w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2020\/04\/Ratings-1024x502.png 1024w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2020\/04\/Ratings-768x376.png 768w\" sizes=\"auto, (max-width: 1139px) 100vw, 1139px\" \/><\/a><\/p>\n<p>Moody\u2019s cut its assessment of South Africa\u2019s debt to sub-investment grade on Friday (27 March),\u00a0saying unreliable electricity supply, persistent weak business confidence and investment, and long-standing structural labor market rigidities continue to constrain economic growth.<\/p>\n<p>According to Moody\u2019s the downgrade comes as South Africa is beaten down by unreliable electricity supply, with persistently weak business environment and low levels of investment.<\/p>\n<p>The country also has a long-standing labour issue, and low levels of flexibility on policy. Effectively, South Africa has a lot of problems, and government isn\u2019t (and can\u2019t) move quickly enough to solve them.<\/p>\n<p>While the coronavirus pandemic is mentioned in the report, the crux of the rating downgrade lies in the country\u2019s other fundamentals.<\/p>\n<p>\u201cThe decision by Moody\u2019s could not have come at a worse time. South Africa, like many other countries, is seized with containing the outbreak of the coronavirus (Covid-19),&#8221; said Treasury.<\/p>\n<p>\u201cThe impact of Covid-19 is felt across various sectors of the economy including the financial markets which experienced a significant sell-off in equities, bonds and exchange rates as investors retreated to safe haven securities amid the uncertainty.<\/p>\n<p>The sovereign downgrade will further add to the prevailing financial market stress.
