{"id":401115,"date":"2020-05-24T19:36:49","date_gmt":"2020-05-24T17:36:49","guid":{"rendered":"https:\/\/businesstech.co.za\/news\/?p=401115"},"modified":"2020-05-25T07:14:24","modified_gmt":"2020-05-25T05:14:24","slug":"all-of-south-africa-moving-to-level-3-lockdown-from-1-june-here-are-all-the-changes","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/government\/401115\/all-of-south-africa-moving-to-level-3-lockdown-from-1-june-here-are-all-the-changes\/","title":{"rendered":"All of South Africa moving to level 3 lockdown from 1 June &#8211; here are all the changes"},"content":{"rendered":"<p>President Cyril Ramaphosa has announced that the whole of South Africa will move to level 3 lockdown from 1 June.<\/p>\n<p>In a media briefing on Sunday evening (24 May), Ramaphosa said that this will include the reopening of all districts as well as key areas of the economy.<\/p>\n<p>He added that the government will take a &#8216;differentiated approach&#8217; to hotspots which have cases of more than five active cases per 100,000 members of the population.<\/p>\n<p>Ramaphosa said that he is particularly concerned about the City of Cape Town which now accounts for half of all the country&#8217;s cases.<\/p>\n<p>Other hotspots include:<\/p>\n<ul>\n<li>Tshwane;<\/li>\n<li>City of Johannesburg;<\/li>\n<li>Ekurhuleni<\/li>\n<li>eThekwini<\/li>\n<li>Buffalo City;<\/li>\n<li>Nelson Mandela Municipality<\/li>\n<li>The City of the Cape town;<\/li>\n<li>A number of Western Cape municipalities such as the Overberg, Cape Winelands, and Chris Hani.<\/li>\n<\/ul>\n<blockquote class=\"twitter-tweet\">\n<p dir=\"ltr\" lang=\"en\">President <a href=\"https:\/\/twitter.com\/CyrilRamaphosa?ref_src=twsrc%5Etfw\">@CyrilRamaphosa<\/a> is addressing South Africans this evening on developments in our country\u2019s risk-adjusted strategy to manage the spread of COVID-19. <a href=\"https:\/\/t.co\/O6A3TMUIAD\">pic.twitter.com\/O6A3TMUIAD<\/a><\/p>\n<p>\u2014 Presidency | South Africa \ud83c\uddff\ud83c\udde6 (@PresidencyZA) <a href=\"https:\/\/twitter.com\/PresidencyZA\/status\/1264607472872022017?ref_src=twsrc%5Etfw\">May 24, 2020<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><br \/>\nRamaphosa said that these hotspots will be reviewed every two weeks. He added that any part of the country could be moved back to levels 4 or 5 where a spread of infections is seen.<\/p>\n<p>He said that districts which have fewer cases could move down to levels 2 or 3.<\/p>\n<p>The president said that there are now 22,583 confirmed cases of coronavirus in the country &#8211; an increase of\u00a0 1,240 cases from the 21,343 cases reported on Saturday.<\/p>\n<p>He said that the total number of deaths has now reached 429 \u2013 an increase of\u00a0 22 deaths from 407 reported before.<\/p>\n<p>The president said that there are 11,000 active cases in the country \u2013 with 800 in hospital, and 128 in intensive care.<\/p>\n<p><strong>Smoking ban to continue<\/strong><\/p>\n<p>Ramaphosa said that all areas of the economy will be allowed to reopen from 1 June &#8211; with the exception of a few key areas.<\/p>\n<p>The list of prohibited businesses include:<\/p>\n<ul>\n<li>Restaurants, bars and pubs &#8211; except for the delivery and collection of food;<\/li>\n<li>Accommodation and air travel &#8211; except for business, where announcements will be made at a later date;<\/li>\n<li>Conferences, events, entertainment and sporting activities;<\/li>\n<li>Personal care, like hairdressing and beauty services.<\/li>\n<\/ul>\n<p>Other changes announced by Ramaphosa include:<\/p>\n<ul>\n<li>The current curfew from 20h00 &#8211; 05h00 will no longer apply;<\/li>\n<\/ul>\n<ul>\n<li>People will be able to exercise at any time during the day in level 3 &#8211; provided it is not done in groups;<\/li>\n<\/ul>\n<ul>\n<li>Alcohol may be sold for home consumption. More details will be provided at a later date;<\/li>\n<\/ul>\n<ul>\n<li>The prohibition on smoking products, including cigarettes, will continue;<\/li>\n<\/ul>\n<ul>\n<li>Limited domestic travel will be allowed;<\/li>\n<\/ul>\n<ul>\n<li>All staff above 60 and others which have comorbidities should stay at home;<\/li>\n<\/ul>\n<ul>\n<li>Staff that can work from home should be allowed to do so;<\/li>\n<\/ul>\n<ul>\n<li>Classes for grades 7 and 12 learners will resume from 1 June. Parents will not be forced to send their children to school if they feel uncomfortable.<\/li>\n<\/ul>\n<blockquote class=\"twitter-tweet\">\n<p dir=\"ltr\" lang=\"en\">Public gatherings and other high-risk activities, especially those that involve close contact between large numbers of people, remain prohibited to prevent the spread of the coronavirus. <a href=\"https:\/\/t.co\/HD3aEOQD6I\">pic.twitter.com\/HD3aEOQD6I<\/a><\/p>\n<p>\u2014 Presidency | South Africa \ud83c\uddff\ud83c\udde6 (@PresidencyZA) <a href=\"https:\/\/twitter.com\/PresidencyZA\/status\/1264608732777938948?ref_src=twsrc%5Etfw\">May 24, 2020<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><br \/>\n<strong>Easing of restrictions<\/strong><\/p>\n<p>The announcement comes exactly 10 weeks after South Africa announced a state of national disaster around the coronavirus pandemic.<\/p>\n<p>Ramaphosa apologised for harsh restrictions, but noted that the lockdown has bought South Africa time to prepare for an anticipated surge in infections.<\/p>\n<p>&#8220;I am sorry that these measures imposed a great hardship on you \u2013 restricting your right to move freely, to work and eke out a livelihood.<\/p>\n<p>&#8220;As a result of the measures we imposed \u2013 and the sacrifices you made \u2013 we have managed to slow the rate of infection and prevent our health facilities from being overwhelmed&#8221;<\/p>\n<p>The president said that the government has used the time during lockdown to build up an extensive public health response and prepare our health system for the anticipated surge in infections.<\/p>\n<p>He added that projected models show that the coronavirus in South Africa will get much worse before it gets better.
