{"id":403657,"date":"2020-06-01T10:50:59","date_gmt":"2020-06-01T08:50:59","guid":{"rendered":"https:\/\/businesstech.co.za\/news\/?p=403657"},"modified":"2020-06-01T10:50:59","modified_gmt":"2020-06-01T08:50:59","slug":"level-3-lockdown-rules-in-south-africa-here-are-all-the-changes-from-today","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/government\/403657\/level-3-lockdown-rules-in-south-africa-here-are-all-the-changes-from-today\/","title":{"rendered":"Level 3 lockdown rules in South Africa &#8211; here are all the changes from today"},"content":{"rendered":"<p>South Africa officially moved to level 3 lockdown on Monday, 1 June with the government introducing a host of new regulations around what citizens can and cannot do.<\/p>\n<p>Most of these regulations relate to the relaxation of the current lockdown rules, with more than\u00a0eight million people now expected to return to work.<\/p>\n<p>Government has also indicated that it will step back from regulating individual sectors, and has placed an emphasis on individual responsibility.<\/p>\n<p>Below are some of the most notable changes in more detail.<\/p>\n<hr \/>\n<p><strong>Business<\/strong><\/p>\n<p>Government has indicated that most people may return to work from 1 June.<\/p>\n<p>This includes the full reopening of the retail sector as well as the sale of alcohol.\u00a0However, the country&#8217;s level 3 <strong><a href=\"https:\/\/businesstech.co.za\/news\/government\/402737\/read-the-full-lockdown-level-3-regulations-here\/\" target=\"_blank\" rel=\"noopener noreferrer\">regulations<\/a> <\/strong>outline a number of exclusions, including:<\/p>\n<ul>\n<li>The consumption of food and beverages at or in a place of sale. including restaurants retail outlets, convenience stores or informal traders;<\/li>\n<li>On-site consumption of liquor;<\/li>\n<li>Short term home-sharing \/letting\/leasing\/rental for leisure purposes;<\/li>\n<li>Domestic passenger air travel for leisure purposes;<\/li>\n<li>Passenger ships for leisure purposes;<\/li>\n<li>Conferences and events;<\/li>\n<li>Personal care services, including hairdressing. beauty treatments, make -up, and nails salons and piercing and tattoo parlours;<\/li>\n<li>Tourist attractions. casinos and entertainment activities.<\/li>\n<\/ul>\n<p>Those businesses allowed to return to work must follow strict health and safety guidelines.\u00a0 You can find a checklist of the required steps <strong><a href=\"https:\/\/businesstech.co.za\/news\/business\/403165\/workplace-plan-checklist-what-you-need-to-return-to-work-under-south-africas-level-3-lockdown\/\" target=\"_blank\" rel=\"noopener noreferrer\">here<\/a><\/strong>.<\/p>\n<p><strong>Exercise<\/strong><\/p>\n<p>Minister of Justice and Correctional Services Ronald Lamola says that South Africans will still have restricted <strong><a href=\"https:\/\/businesstech.co.za\/news\/lifestyle\/402823\/this-is-when-you-will-be-allowed-to-exercise-during-level-3-lockdown\/\" target=\"_blank\" rel=\"noopener noreferrer\">exercise times<\/a><\/strong> under the country&#8217;s level 3 lockdown. The updated exercise times will now be between 06h00 &#8211; 18h00.<\/p>\n<p>He added that South Africans will be required to wear masks at all times and may not exercise in groups. The 5km radius has seemingly been lifted.<\/p>\n<p>Lamola has previously\u00a0explained\u00a0that the restriction on exercise and the evening curfew was introduced to help the South African Police Services (SAPS).<\/p>\n<p>This combined with the return to work of more than eight million people, means far more movement that the police will need to monitor.<\/p>\n<p><strong>Alcohol and smoking<\/strong><\/p>\n<p>As part of the level 3 regulatory changes introduced by the Department of Cooperative Governance and Traditional Affairs (Cogta), South Africans will now be allowed to purchase alcohol.<\/p>\n<p>The <strong><a href=\"https:\/\/businesstech.co.za\/news\/government\/402737\/read-the-full-lockdown-level-3-regulations-here\/\" target=\"_blank\" rel=\"noopener noreferrer\">regulations <\/a><\/strong>state that the sale of liquor will be permitted between Monday- and Thursday and between 09h00 \u2013 17h00. Online sales will be subject to the same times, while no liquor may be consumed onsite.<\/p>\n<p>The sale of tobacco products remains prohibited &#8211; although this issue is set to be challenged in court in the coming week.<\/p>\n<blockquote class=\"twitter-tweet\">\n<p dir=\"ltr\" lang=\"en\">Summary of level 3 regulations <a href=\"https:\/\/twitter.com\/hashtag\/Level3Regulations?src=hash&amp;ref_src=twsrc%5Etfw\">#Level3Regulations<\/a> <a href=\"https:\/\/twitter.com\/hashtag\/Level3Lockdown?src=hash&amp;ref_src=twsrc%5Etfw\">#Level3Lockdown<\/a> <a href=\"https:\/\/t.co\/gmOjGCQmuZ\">pic.twitter.com\/gmOjGCQmuZ<\/a><\/p>\n<p>\u2014 GCIS Media Liaison (@GCISMedia) <a href=\"https:\/\/twitter.com\/GCISMedia\/status\/1266286505057632257?ref_src=twsrc%5Etfw\">May 29, 2020<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p><strong>Travel<\/strong><\/p>\n<p>Government has removed the country&#8217;s evening curfew (20h00 \u2013 05h00) under the latest regulations and will allow inter-provincial travel for workers.<\/p>\n<p>These workers require a permit from their place of employment to show their purpose for travelling.<\/p>\n<p>Other travel changes announced by government include:<\/p>\n<ul>\n<li>The Department of Transport has published a new directive which <strong><a href=\"https:\/\/businesstech.co.za\/news\/motoring\/400081\/new-extension-for-drivers-and-car-licences-in-south-africa\/\" target=\"_blank\" rel=\"noopener noreferrer\">extends<\/a> <\/strong>the validity of expired licences and registrations for 90 days from 1 June;<\/li>\n<li>Minister of Transport Fikile Mbalula has indicated that some <strong><a href=\"https:\/\/businesstech.co.za\/news\/business\/403393\/new-transport-rules-for-south-africa-during-level-3-lockdown\/\" target=\"_blank\" rel=\"noopener noreferrer\">rail services<\/a><\/strong> will now be allowed to operate during the level 3 lockdown &#8211; including the Gautrain;<\/li>\n<li>Mbalula has also published a <a href=\"https:\/\/businesstech.co.za\/news\/business\/403393\/new-transport-rules-for-south-africa-during-level-3-lockdown\/\" target=\"_blank\" rel=\"noopener noreferrer\"><strong>directive<\/strong> <\/a>allowing for domestic air travel for business purposes.<\/li>\n<\/ul>\n<p><strong>Tourism and leisure<\/strong><\/p>\n<p>Tourism minister Mmamoloko Kubayi-Ngubane says her department is putting together a proposal to submit to the National Coronavirus Command Council to allow restaurants to open up more services under lockdown level 3.<\/p>\n<p>In a media briefing on Saturday, she also outlined the\u00a0following areas that have been opened up under Level 3:<\/p>\n<ul>\n<li>Restaurants for delivery or collection of food. Restaurants with liquor licences are allowed to sell alcohol only for takeout and delivery;<\/li>\n<li>Professional services \u2013 e.g. tourist guides, tour operators, travel agents, tourism information officers are allowed to come back to operations;<\/li>\n<li>Professional Services, including training of nature guides and other related services that are able to ensure safe distance;<\/li>\n<li>Public and private game farms have been opened for self-drive excursions;<\/li>\n<li>Hiking to be done in compliance with existing guidelines and not in groups;<\/li>\n<li>Accommodation activities are allowed, except for leisure;<\/li>\n<li>Establishments will no longer require a letter from minister of Tourism to operate. They are required to ensure that they accommodate those in the permitted services and keep records for inspections by the department;<\/li>\n<li>Hunting and gaming activities are also allowed.<\/li>\n<\/ul>\n<p>Kubayi-Ngubane said that following economic activities remain prohibited:<\/p>\n<ul>\n<li>Conferences, events, and entertainment activities (except venues that are being used in the fight against the pandemic, eg. distribution points of social relief measures);<\/li>\n<li>Casinos;<\/li>\n<li>Leisure travel.<\/li>\n<\/ul>\n<p><strong>Schools<\/strong><\/p>\n<p>The Department of Basic Education has delayed the reopening of the country&#8217;s schools by a week to better prepare for the return of students.<\/p>\n<p>Schools will open for all grade 7 and 12 pupils on Monday, 8 June 2020, the Department of Basic Education said in a <strong><a href=\"https:\/\/businesstech.co.za\/news\/trending\/403525\/schools-will-now-open-on-8-june-for-grade-7-and-12-pupils\/\" target=\"_blank\" rel=\"noopener noreferrer\">statement<\/a> <\/strong>on Sunday evening.<\/p>\n<p>The announcement comes after the education department published the updated academic calendar for schools in South Africa on Friday (29 May).<\/p>\n<p>In the directive, the department said that the return of students in other grades will be staggered, with some students returning from 6 July, while the last of the country\u2019s learners are expected to return from 3 August.<\/p>\n<p>The below table outlines the return dates for all grades as well as remedial schools.<\/p>\n<p><a  data-lightbox=\"post-image\" href=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2020\/05\/School-Calendar-2020.png\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-403315 aligncenter\" src=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2020\/05\/School-Calendar-2020.png\" alt=\"\" width=\"464\" height=\"894\" srcset=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2020\/05\/School-Calendar-2020.png 464w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2020\/05\/School-Calendar-2020-156x300.png 156w\" sizes=\"auto, (max-width: 464px) 100vw, 464px\" \/><\/a><\/p>\n<p><strong>Places of worship<\/strong><\/p>\n<p>One of the most controversial new changes is the partial reopening of places of worship.<\/p>\n<p>Under level 4, all religious gatherings, except for funerals, were banned to limit the spread of the coronavirus.<\/p>\n<p>There were then calls for Ramaphosa to allow churches and other religious institutions to open under alert level 3 of the lockdown.<\/p>\n<p>The president said there was subsequently a meeting of the National Coronavirus Command Council which considered the inputs in recent consultations with interfaith leaders.<\/p>\n<p>Following this meeting, Ramaphosa <strong><a href=\"https:\/\/mybroadband.co.za\/news\/trending\/353595-churches-synagogues-temples-and-mosques-allowed-to-open-president-ramaphosa.html\" target=\"_blank\" rel=\"noopener noreferrer\">announced<\/a> <\/strong>that current restrictions on religious gatherings will be eased.<\/p>\n<p>He said places of worship \u2013 including churches, synagogues, temples and mosques \u2013 will be allowed to open under alert level 3.<\/p>\n<p>Regulations <strong><a href=\"http:\/\/www.gpwonline.co.za\/Gazettes\/Gazettes\/43365_28-5_Cogta.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">published<\/a> <\/strong>by the Department of Cooperative Governance and Traditional Affairs further outline the restrictions &#8211;
