{"id":410371,"date":"2020-06-24T10:41:46","date_gmt":"2020-06-24T08:41:46","guid":{"rendered":"https:\/\/businesstech.co.za\/news\/?p=410371"},"modified":"2020-06-24T10:41:46","modified_gmt":"2020-06-24T08:41:46","slug":"3-new-lockdown-changes-announced-for-south-africa","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/trending\/410371\/3-new-lockdown-changes-announced-for-south-africa\/","title":{"rendered":"3 new lockdown changes announced for South Africa"},"content":{"rendered":"<p>Government has begun introducing new regulations around South Africa&#8217;s &#8216;advanced level 3&#8217; lockdown, with more set to be introduced in the coming weeks.<\/p>\n<p>Last week, President Cyril Ramaphosa <strong><a href=\"https:\/\/businesstech.co.za\/news\/government\/408493\/these-businesses-will-open-under-advanced-level-3-lockdown-ramaphosa\/#\" target=\"_blank\" rel=\"noopener noreferrer\">announced<\/a> <\/strong>that the country will move to an \u2018advanced\u2019 level 3 lockdown, with a number of business sectors reopened to the public.<\/p>\n<p>Ramaphosa said that many businesses that stopped operating on 27 March when the lockdown first came into effect have not been able to operate.<\/p>\n<p>Following discussions with industry representatives, provincial heads, scientists as well as cabinet, Ramaphosa said that restrictions will be eased for:<\/p>\n<ul>\n<li>Restaurants \u2013 allowing for sit-down meals;<\/li>\n<li>Accredited and licensed accommodation facilities (except Airbnb);<\/li>\n<li>Conferences and meetings for business purposes (in-line with safety guidelines);<\/li>\n<li>Cinemas and theatres;<\/li>\n<li>Casinos;<\/li>\n<li>Personal care services including hairdressers;<\/li>\n<li>Non-contact sports including tennis, golf, cricket and others;<\/li>\n<li>Contact sports \u2013 only for training.<\/li>\n<\/ul>\n<p>In each instance, specific and stringent safety requirements have been agreed to by the various representatives of these industries, Ramaphosa said.<\/p>\n<p>Below are the regulations which have been introduced so far and the changes they will introduce.<\/p>\n<hr \/>\n<p><strong>Personal care services<\/strong><\/p>\n<p>On Friday, the\u00a0Minister of Small Business Development <strong><a href=\"https:\/\/businesstech.co.za\/news\/business\/409311\/here-are-south-africas-new-lockdown-rules-for-hairdressers-and-salons\/\" target=\"_blank\" rel=\"noopener noreferrer\">gazetted <\/a><\/strong>a directive outlining the new guidelines for the personal care industry as part of South Africa\u2019s revised level 3 lockdown rules.<\/p>\n<p>The directive states that the following categories of services that are deemed safe to resume operations:<\/p>\n<ul>\n<li>Hairdressing;<\/li>\n<li>Barbering;<\/li>\n<li>Nail and toe treatment;<\/li>\n<li>Facial treatment and make-up;<\/li>\n<li>Body massage; and<\/li>\n<li>Tattooing and body piercing.<\/li>\n<\/ul>\n<p>Law firm Webber Wentzel noted that the direction has been introduced to mitigate the spread of Covid-19 in personal care services and it applies to employees and customers.<\/p>\n<p>These protocols supplement the existing level 3 lockdown regulations and directions, particularly the directions issued by the Department of Employment &amp; Labour and Department of Health.<\/p>\n<p class=\"InsightSubheading\">The direction applies to personal care services that operate in the formal and informal sectors of the economy. All salons must comply with the following minimum health &amp; safety standards:<\/p>\n<ul>\n<li>Hand washing;<\/li>\n<li>Social distancing between employees and customers;<\/li>\n<li>Use of cloth masks at all times (and more protective masks for close facial contact);<\/li>\n<li>Cleaning and disinfection of touch areas and equipment.<\/li>\n<\/ul>\n<p>The direction also incorporates Standard Operating Procedures (SOPs) in a number of areas including:<\/p>\n<ul>\n<li>Handwashing or sanitizing (e.g. all customers must be provided with hand sanitizer or required to wash their hands prior to entering the premises)<\/li>\n<li>Cleaning of premises and equipment (e.g. premises must be cleaned before and after use)<\/li>\n<li>Personal garment and Personal Protective Equipment (e.g. stylists at salons must be a face\/shield\/visor that must be cleaned after serving each customer)<\/li>\n<li>Compliance (e.g. prior to treatment, customers should be provided with an explanation of applicable Covid-19 protocols)<\/li>\n<li>Access and booking (e.g. employees above the age of 60 or with co-morbidities must be discouraged from working)<\/li>\n<li>Work areas (e.g.\u200b work areas should be spaced at least 1.5 meters apart)<\/li>\n<\/ul>\n<hr \/>\n<p><strong>ICT workers\u00a0<\/strong><\/p>\n<p>The Minister of Communications and Digital Technologies has also issued a <strong><a href=\"https:\/\/www.webberwentzel.com\/News\/Pages\/Direction%20for%20Communications%20and%20Digital%20Technologies%20Sector%20gg43439.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">revised Covid-19 direction <\/a><\/strong>for certain ICT sectors.<\/p>\n<p>Webber Wentzel noted that the direction has been introduced to mitigate the spread of Covid-19 in the communications and technologies sector.<\/p>\n<p>These include:<\/p>\n<ul>\n<li>Health and safety rules around electronic communications serv\u200bices and electronic communications network services;<\/li>\n<li>Additional regulations for broadcasting services including online services, advertising agencies and film productions;<\/li>\n<li>Rules around postal services including courier services.<\/li>\n<\/ul>\n<hr \/>\n<p><strong>Schools\u00a0<\/strong><\/p>\n<p>On Tuesday (23 June), the Department of Basic Education published a new directive focusing on the reopening of schools under South Africa\u2019s lockdown.<\/p>\n<p>The <strong><a href=\"https:\/\/businesstech.co.za\/news\/government\/410045\/updated-lockdown-rules-for-south-african-schools-including-matric-exams-return-to-hostels-and-more\/\" target=\"_blank\" rel=\"noopener noreferrer\">directive<\/a> <\/strong>provides clarity on a number of my issues including:<\/p>\n<ul>\n<li>The return of pre-Grade R and Grade R learners;<\/li>\n<li>Provision for special needs learners;<\/li>\n<li>The holding of matric exams;<\/li>\n<li>The reopening of hostels;<\/li>\n<li>Provisions for learners that do not return to school.<\/li>\n<\/ul>\n<p><em>Additional commentary by Kenneth Coster, Kirsten Eiser and Shane Johnson of law firm Webber Wentzel.\u00a0<\/em><\/p>\n<hr \/>\n<p><strong>Read: <a href=\"https:\/\/businesstech.co.za\/news\/business\/410307\/south-africas-casinos-and-hotels-are-allowed-to-open-but-there-is-a-hitch\/\" target=\"_blank\" rel=\"noopener noreferrer\">South Africa\u2019s casinos and hotels are allowed to open \u2013 but there is a hitch<\/a><\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Government has begun introducing new regulations around South Africa&#8217;s &#8216;advanced level 3&#8217;
