{"id":411531,"date":"2020-06-29T07:54:06","date_gmt":"2020-06-29T05:54:06","guid":{"rendered":"https:\/\/businesstech.co.za\/news\/?p=411531"},"modified":"2020-06-29T07:55:06","modified_gmt":"2020-06-29T05:55:06","slug":"6-lockdown-changes-announced-for-south-africa","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/government\/411531\/6-lockdown-changes-announced-for-south-africa\/","title":{"rendered":"6 lockdown changes announced for South Africa"},"content":{"rendered":"<p>Government has made a number of changes to South Africa&#8217;s level 3 lockdown regulations, with more likely on the way.<\/p>\n<p>On Friday (26 June), the minister of Cooperative Governance and Traditional Affairs (Cogta) Nkosazana Dlamini-Zuma published a new directive outlining the country&#8217;s &#8216;advanced&#8217; level 3 lockdown regulations.<\/p>\n<p>A number of ministers have subsequently announced changes to their various sectors, including the reopening of a number of business sectors.<\/p>\n<p>These changes are outlined in more detail below.<\/p>\n<hr \/>\n<p><strong>Sit-down restaurants<\/strong><\/p>\n<p>Tourism minister, Mmamoloko Kubayi-Ngubane, has <strong><a href=\"https:\/\/businesstech.co.za\/news\/business\/411309\/here-are-the-new-lockdown-rules-for-sit-down-restaurants-in-south-africa\/\" target=\"_blank\" rel=\"noopener noreferrer\">outlined<\/a> the <\/strong>following rules that restaurants will need to follow when they reopen on Monday (29 June):<\/p>\n<ul>\n<li>Restaurants are required to conduct a screening questionnaire on guests. Restaurants may refuse admission if they deem a guest is a safety risk;<\/li>\n<\/ul>\n<ul>\n<li>No person may enter the premises without a cloth mask or any homemade item that covers the nose and mouth;<\/li>\n<\/ul>\n<ul>\n<li>Masks must be worn at all times except where eating and drinking;<\/li>\n<\/ul>\n<ul>\n<li>All guests must sanitise before entering the premises;<\/li>\n<\/ul>\n<ul>\n<li>There must be a distance of at least 1.5 metres between the customer and the point-of-sale serving counter. The same distance will also apply to queuing customers and between queues at different till points;<\/li>\n<\/ul>\n<ul>\n<li>Customers should also be seated 1.5 metres apart;<\/li>\n<\/ul>\n<ul>\n<li>Restaurants should consider a reservation system where possible to manage demand and ensure capacity limits;<\/li>\n<\/ul>\n<ul>\n<li>No self-service buffets are allowed;<\/li>\n<\/ul>\n<ul>\n<li>Menus must be replaced with non-touch options or sanitised after each use;<\/li>\n<\/ul>\n<ul>\n<li>Tables must be sanitised before and after each guest;<\/li>\n<\/ul>\n<ul>\n<li>Where possible and while taking orders, waiting staff should stand at least a metre from the table.<\/li>\n<\/ul>\n<hr \/>\n<p><strong>Casinos<\/strong><\/p>\n<p>Mmamoloko Kubayi-Ngubane announced that casinos can also reopen, subject to the following rules:<\/p>\n<div>\n<ul>\n<li>The number of persons entering a casino shall not be more than 50% based on the available floor space of the gambling floor;<\/li>\n<\/ul>\n<\/div>\n<div>\n<ul>\n<li>Casinos shall ensure compliance with the requirement relating to physical distancing, which is at least 1.5 metres;<\/li>\n<\/ul>\n<\/div>\n<div>\n<ul>\n<li>Casinos are required to keep a daily record of the full details of all employees, delivery agents and customers;<\/li>\n<\/ul>\n<\/div>\n<div>\n<ul>\n<li>Casinos are required to conduct a screening questionnaire for every guest. After screening, where necessary, they may isolate a person in a facility designated for isolation within their premises;<\/li>\n<\/ul>\n<\/div>\n<div>\n<ul>\n<li>No person shall be allowed into premises if that person is not wearing a cloth mask or homemade item that covers the nose and mouth;<\/li>\n<\/ul>\n<\/div>\n<div>\n<ul>\n<li>Guests must wear masks at all times except when eating or drinking;<\/li>\n<\/ul>\n<\/div>\n<div>\n<ul>\n<li>Frequently sanitise guests during their stay in the premises or provide guests with sanitisers for frequent use;<\/li>\n<\/ul>\n<\/div>\n<div>\n<ul>\n<li>Maintain at least a distance of one and a half meters between open machines;<\/li>\n<\/ul>\n<\/div>\n<div>\n<ul>\n<li>Sanitise all machine and other surfaces touched after every use, or provide guests with sanitisers to sanitise the surface that they will occupy and touch.<\/li>\n<\/ul>\n<\/div>\n<hr \/>\n<h4><strong>Conference and meetings<\/strong><\/h4>\n<p>Mmamoloko Kubayi-Ngubane said that conference and meeting venus can reopen, subject to the following rules:<\/p>\n<ul>\n<li>The number of persons entering a conference and meeting venue shall not be more than 50 people;<\/li>\n<\/ul>\n<ul>\n<li>Conference and meetings shall ensure compliance with the requirement relating to physical distancing, which is at least one and a half meters;<\/li>\n<\/ul>\n<ul>\n<li>These venues must keep a daily record of the full details of all employees, delivery agents and attendees;<\/li>\n<\/ul>\n<ul>\n<li>Conduct a screening questionnaire for every delegate in the format of the form issues with published guidelines;<\/li>\n<\/ul>\n<ul>\n<li>Set up screening stations before or after entrances, at the front of queues to facilitate the screening of delegates at each and every entry;<\/li>\n<\/ul>\n<ul>\n<li>After screening, where necessary, isolate a person in a facility within their premises designated for isolation;<\/li>\n<\/ul>\n<ul>\n<li>No person shall be allowed onto a premises, if that person is not wearing a cloth mask or homemade item that covers the nose and mouth;<\/li>\n<\/ul>\n<ul>\n<li>Delegates must wear masks at all times except when eating or drinking;<\/li>\n<\/ul>\n<ul>\n<li>Sanitise delegates before entering into the premises;<\/li>\n<\/ul>\n<ul>\n<li>Frequently sanitise guests during their stay in the premises or provide guests with sanitisers for frequent use;<\/li>\n<\/ul>\n<ul>\n<li>Only individual water and individual mints condiments will be provided. The use of containers or bowls is prohibited;<\/li>\n<\/ul>\n<ul>\n<li>Sanitise microphone and podium after use by every person;<\/li>\n<\/ul>\n<ul>\n<li>Designate a seat for each delegate and not allow a delegate to change the seat.<\/li>\n<\/ul>\n<hr \/>\n<p><strong>Resumption of sports\u00a0<\/strong><\/p>\n<p>Further to the announcement of the approval for the resumption of football activities last week, minister of sport, arts and culture, Nathi Mthethwa, <strong><a href=\"https:\/\/www.gov.za\/speeches\/minister-nathi-mthethwa-approval-resumption-play-certain-sporting-codes-during-coronavirus\" target=\"_blank\" rel=\"noopener noreferrer\">announced<\/a> <\/strong>the resumption of training and matches for the following sport bodies:<\/p>\n<ul>\n<li>Cricket SA;<\/li>\n<li>South African Anglers and Casting Confederation;<\/li>\n<li>SA Gymnastics Federation;<\/li>\n<li>Tennis SA;<\/li>\n<li>SA National Climbing Federation;<\/li>\n<li>Canoeing SA;<\/li>\n<li>Swimming SA.<\/li>\n<\/ul>\n<hr \/>\n<p><strong>Tracking and tracing<\/strong><\/p>\n<p>As part of her directive on Friday, Dlamini-Zuma introduced a number of changes to government&#8217;s coronavirus tracking and tracing capabilities. These include:<\/p>\n<ul>\n<li>The use of &#8216;geospatial hotspot mapping&#8217; for tracking and tracing purposes;<\/li>\n<\/ul>\n<ul>\n<li>The Department of Health can develop and implement electronic systems or applications to be used on mobile devices or computers in order to collect, on a voluntary basis, information from members of the public for inclusion in the Covid-19 database;<\/li>\n<\/ul>\n<ul>\n<li>To obtain the necessary consent from the user of the mobile device or computer, the terms and conditions of the electronic system or application must explain and request the user&#8217;s express consent on a number of issues, including which information will be collected and how it will be stored.<\/li>\n<\/ul>\n<hr \/>\n<p><strong>Exercise and continued restrictions<\/strong><\/p>\n<p>Dlamini-Zuma also clarified the issue of exercising in groups in her directive.<\/p>\n<p>The rules have been updated to allow for exercise between the hours of 06h00 to 18h00, provided that the exercise is <strong>not done in organised groups of more than four people,<\/strong> and adheres to health protocols and social distancing measures.<\/p>\n<p>The directive also indicates that the following restrictions will remain in place:<\/p>\n<ul>\n<li>Gyms and fitness centres remain closed;<\/li>\n<li>Sports grounds and fields and swimming pools remain closed, except for training of professional athletes and non -contact sports matches as referred to in regulation and contact sports for training only;<\/li>\n<li>F\u00eates and bazaars remain closed;<\/li>\n<li>Night clubs remain closed;<\/li>\n<li>Accommodation establishments not formally accredited and licensed, such as private homes for paid leisure accommodation (ie, Airbnb) remain closed;<\/li>\n<li>Conference facilities remain closed, except for business use;<\/li>\n<li>Any on-consumption premises, including bars, taverns, shebeens and similar establishments remain closed;<\/li>\n<li>Beaches and public parks remain closed.<\/li>\n<\/ul>\n<hr \/>\n<p><strong>Read: <a href=\"https:\/\/businesstech.co.za\/news\/trending\/411501\/mkhize-sends-out-covid-19-warning-gauteng-will-have-the-most-cases-within-days\/\" target=\"_blank\" rel=\"noopener noreferrer\">Mkhize sends out Covid-19 warning: Gauteng will have the most cases within days<\/a><\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Government has made a number of changes to South Africa&#8217;s level 3 lockdown regulations, with more likely on the way.<\/p>\n","protected":false},"author":10,"featured_media":390199,"comment_status":"closed","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[23],"tags":[26],"class_list":["post-411531","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-government","tag-headline"],"_links":{"self":[{"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/posts\/411531","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/users\/10"}],"replies":[{"embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/comments?post=411531"}],"version-history":[{"count":12,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/posts\/411531\/revisions"}],"predecessor-version":[{"id":411559,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/posts\/411531\/revisions\/411559"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/media\/390199"}],"wp:attachment":[{"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/media?parent=411531"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/categories?post=411531"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/tags?post=411531"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
