{"id":439385,"date":"2020-10-09T08:19:04","date_gmt":"2020-10-09T06:19:04","guid":{"rendered":"https:\/\/businesstech.co.za\/news\/?p=439385"},"modified":"2020-10-09T08:19:04","modified_gmt":"2020-10-09T06:19:04","slug":"south-africa-moves-ahead-with-land-expropriation-without-compensation","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/property\/439385\/south-africa-moves-ahead-with-land-expropriation-without-compensation\/","title":{"rendered":"South Africa moves ahead with land expropriation without compensation"},"content":{"rendered":"<p>Public hearings on the draft bill to allow for land expropriation without compensation in South Africa will resume later this month, a parliamentary committee decided on Thursday (8 October).<\/p>\n<p>The committee was first established on 25 July 2019 to clarify parts of the Constitution that allow for the expropriation of land without compensation as a legitimate option for land reform to address the historic arbitrary land dispossession of the majority of South Africans.<\/p>\n<p>However, the outbreak of the coronavirus\u00a0<strong><a href=\"https:\/\/businesstech.co.za\/news\/property\/401219\/coronavirus-hits-south-africas-plans-for-land-expropriation\/\" target=\"_blank\" rel=\"noopener noreferrer\">affected<\/a>\u00a0<\/strong>the committee\u2019s programme, and it has now been re-established to complete its work.<\/p>\n<p>The committee had previously been given until 31 December 2020 as the deadline by which to report back to the house.<\/p>\n<p>Government published its draft land expropriation bill for public comment in December 2019. President Cyril Ramaphosa has previously said that South Africa must <strong><a href=\"https:\/\/businesstech.co.za\/news\/property\/366254\/south-africa-must-finalise-land-expropriation-policy-in-2020-ramaphosa\/\" target=\"_blank\" rel=\"noopener noreferrer\">finalise<\/a>\u00a0<\/strong>its land expropriation policy in 2020.<\/p>\n<p>\u201cThis year we are going to have to finalise the legislation and the constitutional construct on the land question,\u201d he said at a conference in January.<\/p>\n<p>&#8220;One of the things we have been asking for is the business community to come forward with solutions of resolving the centuries-old problem of land,\u201d he told the country\u2019s largest business lobby group. \u201cI would like to see the business community taking this issue up rather more seriously.&#8221;<\/p>\n<p>However, the opposition Democratic Alliance has warned that South Africa cannot afford the financial fallout of allowing land exploration without compensation.<\/p>\n<p>&#8220;The truth is that nothing dissuades investors like a threat to the security of their assets, regardless of how innocuously it is couched.
