{"id":440169,"date":"2020-10-13T10:04:57","date_gmt":"2020-10-13T08:04:57","guid":{"rendered":"https:\/\/businesstech.co.za\/news\/?p=440169"},"modified":"2020-10-13T10:07:40","modified_gmt":"2020-10-13T08:07:40","slug":"dlamini-zuma-outlines-new-municipal-regulations-for-south-africa","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/government\/440169\/dlamini-zuma-outlines-new-municipal-regulations-for-south-africa\/","title":{"rendered":"Dlamini-Zuma outlines new municipal regulations for South Africa"},"content":{"rendered":"<p>Minister of Cooperative Governance and Traditional Affairs (Cogta) Nkosazana Dlamini-Zuma says that her department is currently working on a number of pieces of regulation which are aimed at strengthening governance in the country.<\/p>\n<p>Responding in a written parliamentary Q&amp;A, Dlamini-Zuma said that this includes the implementation of the new District Development Model (DDM) as approved by president Cyril Ramaphosa&#8217;s cabinet in August 2019.<\/p>\n<p>&#8220;The DDM is designed to improve collaborative planning amongst the three spheres of government, and the establishment of a &#8216;One District, One Plan and One Budget&#8217; for each of the 44 districts and 8 metros.<\/p>\n<p>&#8220;The department is reviewing several of its legislations and is developing regulations and frameworks to strengthen these legislations,&#8221; she said.<\/p>\n<p>Dlamini-Zuma provided an outline of these new regulations and frameworks in more detail below.<\/p>\n<hr \/>\n<p><strong>The Local Government: Municipal Systems Amendment Bill<\/strong><\/p>\n<p>Dlamini-Zuma said that the\u00a0objectives of the Amendment Bill are to:<\/p>\n<ul>\n<li>Assist municipalities to build the skills base necessary to exercise their powers and perform their functions by appointing suitably qualified people and competent senior managers; and<\/li>\n<li>To professionalise local public administrations.<\/li>\n<\/ul>\n<hr \/>\n<p><strong>Local Government Demarcation Bill<\/strong><\/p>\n<p>This bill provides for the criteria and procedures for the determination and redetermination of municipal and ward boundaries, as well as the establishment of an appeals authority.<\/p>\n<hr \/>\n<p><strong>Amendment of the Local Government Municipal Structures Act<\/strong><\/p>\n<p>Dlamini-Zuma said that the amendment will:<\/p>\n<ul>\n<li>Provide for a minimum of 10 councillors per municipality;<\/li>\n<li>Provide for the prohibition of a councillor who was found guilty of a breach of the code of conduct for councillors for a period of two years;<\/li>\n<li>Provide for additional functions of the speaker;<\/li>\n<li>Provide for a whip of municipal council;<\/li>\n<li>Clarify the formula for the composition of an executive committee; and<\/li>\n<li>Provide for a Code of Conduct for Councillors.<\/li>\n<\/ul>\n<hr \/>\n<p><strong>District model\u00a0<\/strong><\/p>\n<p>In a <strong><a href=\"https:\/\/businesstech.co.za\/news\/government\/432116\/dlamini-zuma-outlines-new-governance-model-for-south-africa\/\" target=\"_blank\" rel=\"noopener noreferrer\">presentation<\/a> <\/strong>on September, Dlamini-Zuma said that the new District Development Model is a response to the \u2018pedestrian growth\u2019 which the country has registered over the past decade which was \u2018simply not enough\u2019 to ensure employment and income for a majority of people.<\/p>\n<p>To address these and facilitate for better coordination and integration, government has adopted the new District Development Model (DDM).<\/p>\n<p>\u201cThe DDM seeks to strengthen the local sphere of governance, moving us away from silo planning, budgeting and implementation,\u201d she said.<\/p>\n<p>Dlamini-Zuma said that the new model will provide for a \u2018more tangible, common vision for development\u2019 of the country. \u201cBy adopting a long term view and interconnecting the local economies we are able to re-imagine a better community, district and nation.\u201d<\/p>\n<p>She said that government further plans to locate each district\u2019s competitive advantage and \u2018utilise it for shared growth and prosperity\u2019.<\/p>\n<p>This will include the establishment of &#8216;district hubs&#8217;
