{"id":443296,"date":"2020-10-26T08:23:15","date_gmt":"2020-10-26T06:23:15","guid":{"rendered":"https:\/\/businesstech.co.za\/news\/?p=443296"},"modified":"2020-10-26T08:23:15","modified_gmt":"2020-10-26T06:23:15","slug":"wealth-tax-among-mbowenis-budget-options","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/finance\/443296\/wealth-tax-among-mbowenis-budget-options\/","title":{"rendered":"Wealth tax among Mboweni\u2019s budget options"},"content":{"rendered":"<p>South African finance minister Tito Mboweni will have to find money to help the nation\u2019s economy recover from its longest recession in three decades and bail out state companies in a budget that\u2019s projected to record the biggest shortfall since 1914.<\/p>\n<p>Mboweni will present the government\u2019s revised spending framework for the next three years on Wednesday, four months after a supplementary budget that was unveiled to reallocate funds to help pay for a R500 billion ($31 billion) stimulus package announced by president Cyril Ramaphosa.<\/p>\n<p>A lockdown that was imposed to curb the spread of the coronavirus sent tax collections plummeting and even forced the ruling African National Congress to end its long-held resistance to borrowing from the International Monetary Fund.<\/p>\n<p>With a budget gap that\u2019s forecast to reach 16% of gross domestic product this year, according to the median estimate of 23 economists in a Bloomberg survey, the minister may now be forced to lay the groundwork for tax increases next year.<\/p>\n<p>The Treasury discussed the possibility of a wealth tax earlier this year and 30% of respondents in a Bloomberg survey see Mboweni signaling his intention to institute such a levy in February, even as South Africa\u2019s ratio of tax revenue to gross domestic product is 26% compared to a global average of 15%.<\/p>\n<p>An advisory panel appointed by Ramaphosa said hikes to the fuel levy and estate taxes should be considered, as should a three-year \u201csolidarity tax\u201d that would boost income tax for higher earners.<\/p>\n<p>\u201cThe ministry of finance finds itself in a very precarious position,\u201d said Nazrien Kader, head of tax at Old Mutual Ltd. \u201cIt can\u2019t do one thing: it has got to increase taxes, contain costs and stimulate economic growth to close that budget deficit.\u201d<\/p>\n<p><a  data-lightbox=\"post-image\" href=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2020\/10\/SouthAfrica-2.png\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-443300\" src=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2020\/10\/SouthAfrica-2.png\" alt=\"\" width=\"895\" height=\"595\" srcset=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2020\/10\/SouthAfrica-2.png 895w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2020\/10\/SouthAfrica-2-300x199.png 300w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2020\/10\/SouthAfrica-2-768x511.png 768w\" sizes=\"auto, (max-width: 895px) 100vw, 895px\" \/><\/a><\/p>\n<p>The cabinet has backed Mboweni\u2019s plan to target a primary budget surplus by 2023-24 and this week\u2019s budget announcement is expected to outline plans to cut government spending by 230 billion rand over the next two years.<\/p>\n<p>However, austerity could hinder the recovery of an economy that\u2019s expected to contract by 8.5% this year, according to a separate Bloomberg survey. It could also face opposition, including from labor groups aligned to the ANC.<\/p>\n<p>Plans to reduce the public-sector wage bill, which has climbed by 40% over the last 12 years, have stalled and the Treasury has warned a bid by unions to compel the state to honor a salary deal would lump the country with R37.8 billion rand of additional debt.<\/p>\n<p>The minister also faces pressure to find money to bail out South African Airways, arms manufacturer Denel SOC Ltd and the Land and Agricultural Development Bank of South Africa.<\/p>\n<p>The \u201cgovernment and the finance ministry are going to have an avalanche of requests in the coming months,\u201d said Mike Schussler, chief economist at Johannesburg-based Economists.co.za.<\/p>\n<p>What Bloomberg\u2019s Economist Says&#8230;<\/p>\n<p>\u201cFinance minister Tito Mboweni has tied himself to the mast with an ambitious plan to drastically cut expenditure and move toward debt stabilization by 2023-24. We think the scale and pace of his envisioned consolidation is unlikely to materialize or put debt back on a sustainable pa.<\/p>\n<p>&#8220;Instead, it risks plunging the country into an even deeper crisis.
