{"id":44714,"date":"2013-08-24T08:19:28","date_gmt":"2013-08-24T06:19:28","guid":{"rendered":"http:\/\/businesstech.co.za\/news\/?p=44714"},"modified":"2013-08-24T08:20:54","modified_gmt":"2013-08-24T06:20:54","slug":"carrim-on-llu-wait-a-little-bit-longer","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/trending\/44714\/carrim-on-llu-wait-a-little-bit-longer\/","title":{"rendered":"Carrim on LLU: wait a little bit longer"},"content":{"rendered":"<p>Local loop unbundling (LLU) has been delayed in South Africa for many reasons, and Minister of Communications, Yunus Carrim, has indicated that it may yet be a while before any more progress is made.<\/p>\n<p>Responding to questions put to him during a Google Hangout hosted by Mail &amp; Guardian, Carrim said that they will have a further discussion on what must be done within two weeks.<\/p>\n<p>However, they have to tread very carefully, Carrim said.<\/p>\n<p>\u201cBecause Icasa is the regulator. You\u2019ll be the first people who will actually make a noise about it if the Ministry is being to active or vocal about it,\u201d Carrim told a representative from Google South Africa.<\/p>\n<p><iframe loading=\"lazy\" src=\"\/\/www.youtube.com\/embed\/GKPB5NtnhwM?start=1225\" height=\"338\" width=\"600\" allowfullscreen=\"\" frameborder=\"0\"><\/iframe><\/p>\n<p>Carrim went on to highlight three things that were holding up LLU in South Africa.<\/p>\n<p>Firstly, the policy directive Icasa is working within was done in 2007 and things have moved on since then, Carrim said.<\/p>\n<p>\u201cWe think there is need for a new policy directive in this regard and that\u2019s what we are preparing,\u201d Carrim said. \u201cBut we want Icasa to feel at ease about this.\u201d<\/p>\n<p>Secondly, some of the regulations have been contested \u201cyet again\u201d by Telkom, Carrim said.<\/p>\n<p>\u201cInstead of going to court why can\u2019t we sit around the table?\u201d Carrim asked. He said that they will be trying to discuss the issue with various stakeholders over the next 6 weeks or so.<\/p>\n<p>\u201cWhy can\u2019t we discuss this by recognising our distinct specific niches and not intruding on each other?\u201d Carrim asked.<\/p>\n<p>Carrim went on to say that these discussions would need to recognise the independence of Icasa, the concerns and needs of Telkom, government\u2019s need to address this matter, and the consequences it will have including possibly reducing the cost to communicate.<\/p>\n<div id=\"attachment_41789\" style=\"width: 610px\" class=\"wp-caption aligncenter\"><a  data-lightbox=\"post-image\" href=\"http:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2013\/07\/Yunus-Carrim-2.png\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-41789\" class=\"size-full wp-image-41789\" alt=\"Yunus Carrim\" src=\"http:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2013\/07\/Yunus-Carrim-2.png\" width=\"600\" height=\"400\" srcset=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2013\/07\/Yunus-Carrim-2.png 600w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2013\/07\/Yunus-Carrim-2-300x200.png 300w\" sizes=\"auto, (max-width: 600px) 100vw, 600px\" \/><\/a><p id=\"caption-attachment-41789\" class=\"wp-caption-text\">Yunus Carrim<\/p><\/div>\n<p>Thridly, Carrim said they have to recognise that Telkom is crucial to the national interest of South Africa, even though it is publicly listed.<\/p>\n<p>\u201cWe can\u2019t just say Telkom can do what it wants,\u201d Carrim said. \u201cIt has the backbone, the infrastructure \u2026 to make possible all the things you and we want. So we have to tread very carefully.
