{"id":449781,"date":"2020-11-19T07:15:05","date_gmt":"2020-11-19T05:15:05","guid":{"rendered":"https:\/\/businesstech.co.za\/news\/?p=449781"},"modified":"2020-11-19T07:15:05","modified_gmt":"2020-11-19T05:15:05","slug":"south-african-debt-crisis-can-be-avoided-ramaphosa-says","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/government\/449781\/south-african-debt-crisis-can-be-avoided-ramaphosa-says\/","title":{"rendered":"South African debt crisis can be avoided, Ramaphosa says"},"content":{"rendered":"<p>South Africa\u2019s government is committed to reining in its debt and will avoid a sovereign debt crisis, president Cyril Ramaphosa said.<\/p>\n<p>\u201cI am certain that we will be able to bring our debt levels down and avoid what you could call a debt crisis because we are focused,\u201d Ramaphosa said in an interview Wednesday with Bloomberg Television on the sidelines of an investment conference in Johannesburg. \u201cA country that needs to grow needs to reduce its debt.\u201d<\/p>\n<p>Finance Minister Tito Mboweni has repeatedly warned that borrowing has reached unsustainable levels and must be curbed. His mid-term budget last month envisions liabilities peaking at 95.3% of gross domestic product in the 2026 fiscal year.<\/p>\n<p>That\u2019s two years later than forecast in February because the fallout from the coronavirus pandemic has slashed tax revenue.<\/p>\n<p>Improving the government\u2019s finances will hinge on freezing wages for 1.3 million state workers for the next three years, a proposition that labor unions have rejected. The Congress of South Africa Trade Unions, the country\u2019s largest labor group, has warned it may withdraw its electoral support for the ruling African National Congress should the pay proposals not be revised.<\/p>\n<p><strong>Fixing Eskom<\/strong><\/p>\n<p>Talks with the unions are ongoing and various options are under consideration, according to Ramaphosa.<\/p>\n<p>The president also said that the debt-stricken state power company, Eskom Holdings SOC Ltd, is finding ways to bolster its income and improve its debt collection. The utility\u2019s R484 billion ($31 billion) of debt was once called South Africa\u2019s biggest economic risk by Goldman Sachs Group Inc.<\/p>\n<p>\u201cInnovative ideas are being put on the table on how to deal with the debt,\u201d Ramaphosa said. \u201cWe are determined to ensure that Eskom is not bogged down because of the debt and that Eskom continues to function.\u201d<\/p>\n<p><a  data-lightbox=\"post-image\" href=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2020\/11\/GDP.png\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-449789\" src=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2020\/11\/GDP.png\" alt=\"\" width=\"903\" height=\"509\" srcset=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2020\/11\/GDP.png 903w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2020\/11\/GDP-300x169.png 300w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2020\/11\/GDP-768x433.png 768w\" sizes=\"auto, (max-width: 903px) 100vw, 903px\" \/><\/a><\/p>\n<p>The investment conference is the third Ramaphosa has hosted since taking office in 2018, and forms part of a drive to revive an economy that the Treasury expects to contract 7.8% this year.<\/p>\n<p>International Monetary Fund data show investment as a percentage of South Africa\u2019s gross domestic product has been in decline since 2016 and the Washington-based lender forecasts that the ratio will reach a record low of 13% this year. That compares with 25.4% in Nigeria and 21.5% in Angola.<\/p>\n<p>The situation is reversing, and will be aided by the government and state companies increasing spending on infrastructure, according to Ramaphosa.<\/p>\n<p>\u201cWe set ourself a goal of attracting $100 billion into our economy in five years,\u201d he said. \u201cWe are already more than halfway there. Commitments are being made by companies and many of these commitments are actually being actualized.\u201d<\/p>\n<p>Fifty companies pledged to invest a total of R109.6 billion ($7.1 billion) in South Africa at the conference, bringing total promises over the past three years to R773.6 billion.
