{"id":451898,"date":"2020-11-25T15:34:20","date_gmt":"2020-11-25T13:34:20","guid":{"rendered":"https:\/\/businesstech.co.za\/news\/?p=451898"},"modified":"2020-11-25T15:34:20","modified_gmt":"2020-11-25T13:34:20","slug":"government-says-30-of-content-on-netflix-and-other-streaming-services-must-be-south-african","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/technology\/451898\/government-says-30-of-content-on-netflix-and-other-streaming-services-must-be-south-african\/","title":{"rendered":"Government says 30% of content on Netflix and other streaming services must be South African"},"content":{"rendered":"<p>The Department of Communications and Digital Technologies said that it plans to enforce local content quotas on streaming services such as Netflix.<\/p>\n<p>The\u00a0<strong><a href=\"https:\/\/www.gov.za\/sites\/default\/files\/gcis_document\/202010\/43797gon1081.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">proposal<\/a><\/strong> is contained in the department\u2019s white paper on Audio and Audio-visual Content Services policy framework which is currently open for public comment. The department presented the framework to parliament on Wednesday (25 November).<\/p>\n<p>In his presentation, the department&#8217;s chief director of broadcasting policy Collin Mashile said that local content should be &#8216;enabled&#8217; by further policy interventions within the audiovisual broadcasting space.<\/p>\n<p>\u201cWhere video-on-demand subscription services come and operate in South Africa, everything that they show to South Africans in terms of their catalogue \u2013 30% of that catalogue must be South African content,\u201d Mashile said.<\/p>\n<p>\u201cWhat this means is that we are trying to create opportunities for the production and creative industry sector.\u201d<\/p>\n<p>While US-based streaming services like Netflix have increased local content output in recent years, making just under a third of all content on the platform local may prove particularly onerous for the streaming giant.<\/p>\n<p>Mashile addressed this by pointing to the popularity of local shows in South Africa. \u201cWe were asked where we got the idea that South Africans are interested in this 30%,\u201d he said. \u201cThe most popular shows in every country remain the local shows.\u201d<\/p>\n<p><iframe loading=\"lazy\" src=\"https:\/\/www.youtube.com\/embed\/3JLSMthhG1g\" width=\"640\" height=\"430\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><span data-mce-type=\"bookmark\" style=\"display: inline-block; width: 0px; overflow: hidden; line-height: 0;\" class=\"mce_SELRES_start\">\ufeff<\/span><\/iframe><\/p>\n<p>The White Paper also broadens definition of a \u201cbroadcasting service\u201d to include online broadcasting services.<\/p>\n<p>By implication, that would require the payment of a license fee for the viewing any \u201cbroadcasting services\u201d which would include a streaming services, regardless of the device on which it is viewed.<\/p>\n<p>In an\u00a0<strong><a href=\"https:\/\/businesstech.co.za\/news\/media\/445854\/7-things-the-sabc-wants-you-to-have-a-tv-licence-for-in-south-africa\/\" target=\"_blank\" rel=\"noopener noreferrer\">op-ed<\/a><\/strong>\u00a0published at the start of November, the SABC\u2019s head of TV licences Sylvia Tladi said that changes need to be made to South Africa\u2019s broadcasting regulations \u2013 including an expanded definition of a \u2018TV set\u2019 or now, a broadcasting device.<\/p>\n<p>Some of the devices which are being considered under this expanded definition include:<\/p>\n<ul>\n<li>Laptops;<\/li>\n<li>Tablets;<\/li>\n<li>IPTV;<\/li>\n<li>Internet;<\/li>\n<li>Decoders;<\/li>\n<li>Set-top boxes;<\/li>\n<li>Smartphones.<\/li>\n<\/ul>\n<p>Tladi said that these devices, which have resulted in new media platforms and content dissemination channels, have a direct impact on TV licence legislation.<\/p>\n<p>She said that the SABC\u2019s submission also calls for an overhauled TV licence fee system and changes to the legislation regarding public funding strategies envisaged by TV licences.<\/p>\n<p>\u201cTo ensure maximum compliance with legislative requirements concerning the payment of TV licence fees, the SABC proposes that the act should place stricter obligations on all relevant stakeholders or role players because the \u2018traditional\u2019 television set is no longer the only means of receiving a television broadcast.<\/p>\n<p>\u201cTherefore, to administer compliance on the payment of licence fees, the SABC is of the view that other entities must be compelled to report on the sale, lease or usage of these \u2018television sets\u2019 or \u2018viewing devices\u2019.<\/p>\n<hr \/>\n<p><strong>Read: <a href=\"https:\/\/businesstech.co.za\/news\/technology\/451262\/government-pushes-ahead-with-tv-licences-for-netflix-and-other-changes\/\" target=\"_blank\" rel=\"noopener noreferrer\">Government pushes ahead with TV licences for Netflix, and other changes<\/a><\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Department of Communications and Digital Technologies said that it plans to enforce local content quotas on streaming services such as Netflix.<\/p>\n","protected":false},"author":10,"featured_media":443470,"comment_status":"closed","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[9878],"tags":[26],"class_list":["post-451898","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-technology","tag-headline"],"_links":{"self":[{"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/posts\/451898","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/users\/10"}],"replies":[{"embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/comments?post=451898"}],"version-history":[{"count":5,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/posts\/451898\/revisions"}],"predecessor-version":[{"id":451908,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/posts\/451898\/revisions\/451908"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/media\/443470"}],"wp:attachment":[{"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/media?parent=451898"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/categories?post=451898"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/tags?post=451898"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
