{"id":453310,"date":"2020-12-01T07:56:04","date_gmt":"2020-12-01T05:56:04","guid":{"rendered":"https:\/\/businesstech.co.za\/news\/?p=453310"},"modified":"2020-12-01T07:56:04","modified_gmt":"2020-12-01T05:56:04","slug":"these-are-the-covid-19-hotspots-in-cape-town-and-port-elizabeth-and-the-restrictions-being-considered","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/government\/453310\/these-are-the-covid-19-hotspots-in-cape-town-and-port-elizabeth-and-the-restrictions-being-considered\/","title":{"rendered":"These are the Covid-19 hotspots in Cape Town and Port Elizabeth &#8211; and the restrictions being considered"},"content":{"rendered":"<p>The Western Cape and Eastern Cape governments have published new data showing the areas across the two provinces which have seen a surge in coronavirus cases.<\/p>\n<p>These &#8216;hotspots&#8217; are a growing point of concern for the provincial governments, with both considering the introduction of localised lockdowns to curb the spread.<\/p>\n<p>The National Coronavirus Command Council (NCCC) will meet virtually on Tuesday (1 December) to discuss the resurgence of cases being seen in these hotspot areas.<\/p>\n<p>Two sources close to the discussions told <strong><a href=\"https:\/\/www.news24.com\/news24\/southafrica\/news\/covid-19-nccc-meets-to-decide-on-alcohol-curfews-and-hot-spot-restrictions-20201201\" target=\"_blank\" rel=\"noopener noreferrer\">News24<\/a> <\/strong>that bars and taverns are likely to be the first in the firing line when it comes to restrictions, with the sale of alcohol likely to be restricted.<\/p>\n<p>Other restrictions which are set to be discussed include a proposal to implement a stricter curfew, and restrict the maximum number for gatherings and other measures to curb the spread of Covid-19 ahead of the festive period.<\/p>\n<p><strong>Cape Town<\/strong><\/p>\n<p>Western Cape premier Alan Winde met with health officials on Friday, with a five-point plan from the department of health set to be presented to the provincial cabinet on Tuesday for adoption.<\/p>\n<p>On Monday, Winde said his government is considering the &#8216;blunt instrument&#8217; of a mini-lockdown, indicating that it was a last resort option.<\/p>\n<p>He asked people to continue social distancing and practising health safety precautions while wearing a mask and encouraged residents to scale down any planned events as the country heads into the holiday season.<\/p>\n<p>&#8220;What is happening in other parts of the world, such as Australia and Singapore, is what they call a <strong><a href=\"https:\/\/businesstech.co.za\/news\/trending\/452912\/cape-town-considers-mini-lockdown-as-south-africas-weekend-covid-19-cases-surge\/\" target=\"_blank\" rel=\"noopener noreferrer\">circuit breaker<\/a><\/strong>. The easiest way to explain it would be a mini-lockdown,&#8221; he said.<\/p>\n<p>This involves putting certain regulations in a municipality or district for six days: no weddings, no funerals, no superspreader events, no permits issued.<\/p>\n<p><iframe loading=\"lazy\" style=\"border: none; overflow: hidden;\" src=\"https:\/\/web.facebook.com\/plugins\/video.php?href=https%3A%2F%2Fweb.facebook.com%2Fwindealan%2Fvideos%2F189177989459885%2F&amp;show_text=0&amp;width=560\" width=\"560\" height=\"315\" frameborder=\"0\" scrolling=\"no\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<p>Data published by the Western Cape provincial government shows that most major regions have seen an alarming spike in cases.<\/p>\n<p>Marked increases of 73% in new Covid-19 cases and 28% in new Covid-19 deaths over the last seven days paints a clear picture why the Cape metropole has been deemed as having established resurgence.<\/p>\n<p>Subdistricts in the metro which are of great concern such as the Southern Suburbs (87%), Mitchells Plain (185%) and Khayelitsha (92%) have recorded the greatest number of new cases this week.<\/p>\n<p><a  data-lightbox=\"post-image\" href=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2020\/12\/Cape-metro-2.png\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-453336 aligncenter\" src=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2020\/12\/Cape-metro-2.png\" alt=\"\" width=\"1042\" height=\"1042\" srcset=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2020\/12\/Cape-metro-2.png 1042w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2020\/12\/Cape-metro-2-300x300.png 300w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2020\/12\/Cape-metro-2-1024x1024.png 1024w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2020\/12\/Cape-metro-2-150x150.png 150w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2020\/12\/Cape-metro-2-768x768.png 768w\" sizes=\"auto, (max-width: 1042px) 100vw, 1042px\" \/><\/a><\/p>\n<p>Over the past seven days, the Garden Route has seen a 117% increase in new Covid-19 cases and 96% increase in deaths.<\/p>\n<p>&#8220;After recording 1,282 new cases and 25 new deaths over the past seven days, all areas in the Garden Route are of great concern.<\/p>\n<p>&#8220;As we have seen during the first wave of infections, once community transmission is established within communities, especially in the Garden Route as a prime tourist destination, the situation can quickly deteriorate if not brought under control soon.&#8221;<\/p>\n<p>Some of the other areas in the province which have been identified as a concern include:<\/p>\n<ul>\n<li>Beaufort West<\/li>\n<li>Bergrivier<\/li>\n<li>Breede Valley<\/li>\n<li>Cape Agulhas<\/li>\n<li>Cederberg<\/li>\n<li>Drakenstein<\/li>\n<li>Langeberg<\/li>\n<li>Saldanha Bay<\/li>\n<li>Theewaterskloof<\/li>\n<li>Witzenberg<\/li>\n<\/ul>\n<hr \/>\n<p><strong>Port Elizabeth<\/strong><\/p>\n<p>The Nelson Mandela Bay municipality publishes a <strong><a href=\"https:\/\/nelsonmandelabay.gov.za\/DataRepository\/Documents\/active-covid-29-nov-2020_fF2Vn.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">daily map<\/a><\/strong> showing the regions across the metro which have seen an outbreak in cases.<\/p>\n<p>The data shows that Uitenhage is one of the key areas of concern, alongside Motherwell, Walmer, New Brighton, and Zwide.<\/p>\n<p><a  data-lightbox=\"post-image\" href=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2020\/12\/Port-Elizabeth.png\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-453342\" src=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2020\/12\/Port-Elizabeth.png\" alt=\"\" width=\"2400\" height=\"1686\" srcset=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2020\/12\/Port-Elizabeth.png 1253w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2020\/12\/Port-Elizabeth-300x211.png 300w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2020\/12\/Port-Elizabeth-1024x719.png 1024w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2020\/12\/Port-Elizabeth-768x539.png 768w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2020\/12\/Port-Elizabeth-1200x843.png 1200w\" sizes=\"auto, (max-width: 2400px) 100vw, 2400px\" \/><\/a><\/p>\n<p>Nelson Mandela Bay acting mayor Thsonono Buyeye has said that national and provincial health authorities are considering a number of restrictions to fight the coronavirus case surge in the region, including limitations on how and where alcohol may be sold.<\/p>\n<p>Buyeye told\u00a0<strong><a href=\"https:\/\/www.capetalk.co.za\/articles\/402931\/tavern-owners-opting-for-takeaway-alcohol-sales-amid-covid-19-spike-nmb-mayor\" target=\"_blank\" rel=\"noopener noreferrer\">Cape Talk<\/a><\/strong> that officials had presented a number of proposed restrictions to health minister Zweli Mkhize, including:<\/p>\n<ul>\n<li>The introduction of an earlier curfew time.
