{"id":455238,"date":"2020-12-08T08:58:10","date_gmt":"2020-12-08T06:58:10","guid":{"rendered":"https:\/\/businesstech.co.za\/news\/?p=455238"},"modified":"2020-12-08T08:58:10","modified_gmt":"2020-12-08T06:58:10","slug":"big-changes-for-drivers-planned-for-south-africa-in-2021-including-alcohol-limits-new-number-plates-and-licences","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/motoring\/455238\/big-changes-for-drivers-planned-for-south-africa-in-2021-including-alcohol-limits-new-number-plates-and-licences\/","title":{"rendered":"Big changes for drivers planned for South Africa in 2021 &#8211; including alcohol limits, new number plates and licences"},"content":{"rendered":"<p>Parliament&#8217;s portfolio committee on Transport has asked for public comments on the National Road Traffic Amendment Bill.<\/p>\n<p>The closing date for submissions is 20 January 2021, with any of the proposed changes in the bill now only set to come into effect in 2021 if the bill is passed.<\/p>\n<p>The bill aims to introduce dozens of new traffic and motoring-related changes including further regulations around driving schools, licences and traffic wardens.<\/p>\n<p>The bill also introduces a total prohibition for the use and consumption of alcohol by all motor vehicle operators on South African public roads.<\/p>\n<p>It does this by deleting reference to any alcohol content in the blood or breath specimen of motor vehicle drivers on the road in South Africa.<\/p>\n<p>The National Road Traffic Act (NRA) currently enables those who have consumed alcohol to get behind the wheel provided they are under the blood alcohol limit.<\/p>\n<p>These laws differentiate between normal drivers and drivers who hold professional driving permits.<\/p>\n<p>Other changes which are proposed in the bill include:<\/p>\n<hr \/>\n<p><strong>Driving centres\u00a0<\/strong><\/p>\n<p>The bill introduces a number of proposed changes for driving centres in South Africa. This includes:<\/p>\n<ul>\n<li>Providing for the suspension and cancellation of the registration of an examiner for driving licenses or an examiner of vehicles, if such person has been convicted of an offence or has a direct or indirect conflict of interest;<\/li>\n<\/ul>\n<ul>\n<li>The registration and grading of training centres;<\/li>\n<\/ul>\n<ul>\n<li>Require the relevant provincial Department or local authority responsible for transport to register a driving licence testing centre before operating as a driving licence testing centre;<\/li>\n<\/ul>\n<ul>\n<li>Prohibit the use of unauthorised aid during a test for a learner\u2019s licence or a driving licence test and disqualification;<\/li>\n<\/ul>\n<ul>\n<li>Provide for the registration and grading of driving school instructors as well as driving schools.<\/li>\n<\/ul>\n<hr \/>\n<p><strong>Number plates\u00a0<\/strong><\/p>\n<p>Transport director-general Alec Moemi has said that government is planning to introduce new motor vehicle licence plates under the bill.<\/p>\n<p>Moemi said that the new regulations are particularly important when identifying cars during road accidents.<\/p>\n<p>\u201cWe are looking at a new system that will include the embedding of microdots into a new number plate, that will then be regulated.<\/p>\n<p>\u201cManufacturers, as well as those that print out and issue them to motor vehicle owners (will also be regulated) so that number plates that are forged will be easily identified.\u201d<\/p>\n<p>Microdots have seen increasing popularity as a safety feature on South African vehicles, and are classified as a particle with a diameter smaller than 1.8 mm which bears a unique, optically readable microdot identifier \u2013 typically the vehicle\u2019s 17-digit VIN number or another registered PIN.<\/p>\n<p>Moemi said that technology which is currently employed across the country\u2019s highways, especially in Gauteng and Cape Town, as well as at the country\u2019s borders, will be able to scan these micro-dots.<\/p>\n<p>Similar technology can also be deployed to scan vehicles that travel under highway bridges.<\/p>\n<p>In addition to the benefits around road safety and crime, Moemi said that the new system will also allow the government to better understand road usage across the country.<\/p>\n<p>He said that country\u2019s traffic impact is currently calculated by department employees at intersections or by using Gauteng\u2019s e-toll gantries.<\/p>\n<p>\u201cIn this regard, these micro-dots will also help us (measure) traffic patterns and hotspots.\u201d<\/p>\n<hr \/>\n<p><strong>Licences<\/strong><\/p>\n<p>While not mentioned in the explanatory summary of the bill, the legislation does make reference to the introduction of a new \u2018provisional\u2019 driver\u2019s licence in South Africa.<\/p>\n<p>In a\u00a0<strong><a href=\"https:\/\/businesstech.co.za\/news\/motoring\/442326\/government-planning-provisional-driving-licence-for-south-africa\/\" target=\"_blank\" rel=\"noopener noreferrer\">presentation<\/a>\u00a0<\/strong>to parliament in October, the department said that current regulations will be amended to include three types of driving licences in the country.<\/p>\n<ul>\n<li>A learner\u2019s licence;<\/li>\n<li>A provisional driving licence;<\/li>\n<li>A driving licence.<\/li>\n<\/ul>\n<p>South Africa\u2019s licensing system is currently time-based, with an individual given two years to get their driver\u2019s licence after receiving a learner\u2019s licence.<\/p>\n<p>Graduated driver licensing systems\u00a0are designed to provide new\u00a0drivers\u00a0of\u00a0motor vehicles\u00a0with driving experience and skills gradually over time in low-risk environments.<\/p>\n<p>There are typically three steps or stages through which new drivers pass.
