{"id":464032,"date":"2021-01-28T14:43:36","date_gmt":"2021-01-28T12:43:36","guid":{"rendered":"https:\/\/businesstech.co.za\/news\/?p=464032"},"modified":"2021-01-28T14:43:36","modified_gmt":"2021-01-28T12:43:36","slug":"south-africa-to-become-more-reliant-on-fuel-imports-as-local-refineries-face-closure","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/energy\/464032\/south-africa-to-become-more-reliant-on-fuel-imports-as-local-refineries-face-closure\/","title":{"rendered":"South Africa to become more reliant on fuel imports as local refineries face closure"},"content":{"rendered":"<p>South Africa will grow even more dependent on imports for its fuel needs as the country&#8217;s refining sector faces an uncertain future, says Avhapfani Tshifularo, executive director of the South African Petroleum Industry Association (SAPIA).<\/p>\n<p>In an interview with <strong><a href=\"https:\/\/www.spglobal.com\/platts\/en\/market-insights\/latest-news\/oil\/012821-interview-south-africa-to-grow-more-reliant-on-fuel-imports-as-refinery-closures-loom-sapia\" target=\"_blank\" rel=\"noopener noreferrer\">S&amp;P Global Platts<\/a><\/strong>, Tshifularo said all six of the country&#8217;s refineries are currently &#8216;under review&#8217; and some of them &#8220;will have to make some very difficult decisions&#8221;.<\/p>\n<p>The likely scenario will be to either &#8220;to convert a refinery into import or dispose (of) the refinery altogether&#8221; instead of an expensive upgrade program, he said.<\/p>\n<p>Tshifularo said that Eskom&#8217;s load shedding in 2020 means the country is already in &#8220;import mode&#8221;, and along with environmental and regulatory pressures, imports are becoming increasingly attractive to meet demand for higher quality fuels, compared to home production.<\/p>\n<p>&#8220;Without any financial support they are not going to invest in an upgrade. The world has moved on now,&#8221; he said. &#8220;If there is any investment, it will be very minimal, and will be done just to stay in the game.&#8221;<\/p>\n<p>It could be 75% cheaper to convert a refinery into an import facility than to upgrade it, Tshifularo added.<\/p>\n<p><strong>Almost half of South Africa\u2019s oil refining seen shut until 2022<\/strong><\/p>\n<p>South African plants owned by Glencore Plc and Petroliam Nasional Bhd that make up 43% of the nation\u2019s oil-refining capacity are expected to stay shut until at least 2022, according to energy consultant Citac.<\/p>\n<p>The closures will force South Africa to rely heavily on fuel imports, <strong><a href=\"https:\/\/businesstech.co.za\/news\/energy\/459932\/almost-half-of-south-africas-oil-refining-seen-shut-until-2022\/\" target=\"_blank\" rel=\"noopener noreferrer\">Bloomberg<\/a><\/strong> reports.<\/p>\n<p>All of South Africa\u2019s oil refineries \u2013 with a total capacity of more than 500,000 barrels a day \u2013 have had accidents or are under review, with the industry already hit hard by the Covid pandemic.<\/p>\n<p>A pending national clean-fuels policy is also likely to increase costs to upgrade machinery.<\/p>\n<p>Engen said options are being considered for its 120,000 barrel-a-day plant after a local news website reported it\u2019s expected to shut in 2023 and may be converted into a fuel-storage terminal.<\/p>\n<p>If the plan is to close in two years, \u201cit would not make economic sense to invest into bringing it back up,\u201d said Elitsa Georgieva, an analyst at Citac.<\/p>\n<hr \/>\n<p><strong>Read: <a href=\"https:\/\/businesstech.co.za\/news\/energy\/463952\/stellenbosch-wants-to-be-the-first-municipality-in-south-africa-to-leave-eskom-and-load-shedding-behind\/\" target=\"_blank\" rel=\"noopener noreferrer\">Stellenbosch wants to be the first municipality in South Africa to leave Eskom and load shedding behind<\/a><\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"<p>South Africa to look internationally for fuel imports as its refineries look to close<\/p>\n","protected":false},"author":10,"featured_media":214781,"comment_status":"closed","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[9874],"tags":[26,15744],"class_list":["post-464032","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-energy","tag-headline","tag-sapia"],"_links":{"self":[{"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/posts\/464032","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/users\/10"}],"replies":[{"embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/comments?post=464032"}],"version-history":[{"count":3,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/posts\/464032\/revisions"}],"predecessor-version":[{"id":464038,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/posts\/464032\/revisions\/464038"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/media\/214781"}],"wp:attachment":[{"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/media?parent=464032"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/categories?post=464032"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/tags?post=464032"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
