{"id":46710,"date":"2013-09-27T11:40:21","date_gmt":"2013-09-27T09:40:21","guid":{"rendered":"http:\/\/businesstech.co.za\/news\/?p=46710"},"modified":"2013-09-27T12:15:16","modified_gmt":"2013-09-27T10:15:16","slug":"docs-wasteful-expenditure-revealed","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/government\/46710\/docs-wasteful-expenditure-revealed\/","title":{"rendered":"DoC&#8217;s wasteful expenditure revealed"},"content":{"rendered":"<p>The <a title=\"Department of Communications\" href=\"http:\/\/businesstech.co.za\/forum\/showthread.php\/2129-DoC-Department-of-Communications\">Department of Communications<\/a> 2012\/13 annual report tabled in Parliament on Friday (27 September) has revealed &#8220;fruitless and wasteful expenditure amounting to R1.095 million due to settlement agreements&#8221;.<\/p>\n<p>This is according to the <a title=\"Democratic Alliance\" href=\"http:\/\/businesstech.co.za\/forum\/showthread.php\/1696-DA-Democratic-Alliance\">Democratic Alliance<\/a> who said that, under the leadership of the former communications minister, <a title=\"Dina Pule\" href=\"http:\/\/businesstech.co.za\/forum\/showthread.php\/2128-Dina-Pule\">Dina Pule<\/a>, the department was grossly mismanaged.<\/p>\n<p>Irregular expenditure amounted to R121 million, with R116 million carried over from the previous financial year, the DA said.<\/p>\n<p>According to the Auditor-General\u2019s opinion on the financial statements of the Department:<\/p>\n<ul>\n<li>46% of total planned targets were not achieved;<\/li>\n<li>Vacancies were not filled within 12 months as required by Public Service Regulations;<\/li>\n<li>Payments to suppliers were not made within 30 days as required by National Treasury Regulations;<\/li>\n<li>Appointments were made in posts which were not approved or funded;<\/li>\n<li>Employees were appointed without following processes to verify claims made in applications;<\/li>\n<li>Employees received overtime in excess of 30% of their monthly salaries;<\/li>\n<li>The Department\u2019s Accounting Officer did not exercise oversight to ensure that proper processes were in place for compliance with laws and regulations; and<\/li>\n<li>Fruitless and wasteful expenditure amounting to R1.095 million due to \u201csettlement agreements\u201d.<\/li>\n<\/ul>\n<p>The DA\u2019s shadow minister of communications <a title=\"Marian Shinn\" href=\"http:\/\/businesstech.co.za\/forum\/showthread.php\/4592-Marian-Shinn\">Marian Shinn<\/a> said that the party\u00a0will request that new minister of communications, <a title=\"Yunus Carrim\" href=\"http:\/\/businesstech.co.za\/forum\/showthread.php\/9229-Yunus-Carrim\">Yunus Carrim<\/a>,\u00a0appear in Parliament to present a turnaround plan for the Department for scrutiny.<\/p>\n<p>&#8220;The Department of Communications has dealt with enough embarrassments since 2009.
